REGULATIONS UNDER THE CUSTOMS ACT 1901-1954.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Customs Act 1901-1954.

AMENDMENTS OF THE CUSTOMS (PROHIBITED EXPORTS) REGULATIONS. 

Prohibition against export except with approval of Department of Shipping and Transport.

1. Regulation 7 of the Customs (Prohibited Exports) Regulations is repealed.

2. After regulation 13 of the Customs (Prohibited Exports) Regulations the following regulation is inserted:—

Prohibition against export except with approval of Australian Atomic Energy Commission.

“13A. The exportation from Australia of the goods specified in the Twelfth Schedule is prohibited unless an approval in writing to the exportation of the goods issued by the Australian Atomic Energy Commission is produced to the Collector.”.

Repeal.

3. Regulation 15 of the Customs (Prohibited Exports) Regulations is repealed.

First Schedule.

4. The First Schedule to the Customs (Prohibited Exports) Regulations is amended—

(a)by inserting after item 5 the following item:—

“5A | Maize contained in second-hand bags”;

and

(b) by omitting item 7.

Second Schedule, Part I.

5. Part I. of the Second Schedule to the Customs (Prohibited Exports) Regulations is amended—

(a) by inserting alter item 11 the following item:—

“11A

Machinery manufactured or partly manufactured in the United States of America or in Canada, and of the following kinds, namely, agricultural machinery, tractors and earthmoving equipment”;

(b)by inserting after item 12 the following item:—

"12A

Motor trucks (including utilities on commercial chassis) manufactured or partly manufactured in the United States of America or in Canada”;

and

(c) by omitting item 19.

Third Schedule.

6. The Third Schedule to the Customs (Prohibited Exports) Regulations is amended—

(a) by omitting item 1 and inserting in its stead the following item:—

“1

Agricultural machinery of the following kinds (and parts for machinery of those kinds), namely, header harvesters and reaper threshers manufactured in Australia”;

(b) by omitting item 9;

(c) by omitting from item 14 the words “and flax chaff”;

(d) by omitting item 17;

(e) by omitting item 21 and inserting in its stead the following item:—

“21

Meat (other than canned meat) of the following kinds, namely, beef, veal, mutton and lamb, and edible offal of cattle and sheep”;

and

(f) by inserting after item 30 the following item:—

"30A

Stockfoods and animal and poultry meals or mashes containing one or more of the following, namely, bran, pollard, blood meal, fish meal, liver meal, flax meal, meat meal, meat and bone meal, oilseed meal, rice meal and wheat meal”.

Fourth Schedule.

7. The Fourth Schedule to the Customs (Prohibited Exports) Regulations is amended by omitting item 1.

Fifth Schedule,

8. The Fifth Schedule to the Customs (Prohibited Exports) Regulations is repealed.

Seventh Schedule.

9. The Seventh Schedule to the Customs (Prohibited Exports) Regulations is amended by omitting items 1, 2 and 6.

Eighth Schedule.

10. The Eighth Schedule to the Customs (Prohibited Exports) Regulations is amended by omitting items 1, 2, 3, 4, 5, and 6 and inserting in their stead the following items:—

Tinplate in sheets”.

Ninth Schedule

11. The Ninth Schedule to the Customs (Prohibited Exports) Regulations is amended—

(a) by omitting item 2 and inserting in its stead the following item:—

“2

Beryllium metal, alloys and compounds, ores and concentrates”;

(b)by inserting after item 2 the following item:—

“2A

Commercial ores and concentrates of tantalum and columbium”;

(c) by omitting item 4 and inserting in its stead the following item:—

“4

(1.) Crude or partly refined mineral sands containing zircon, rutile, ilmenite or monazite

(2.) Concentrates of zircon, rutile or ilmenite containing monazite”;

(d)by omitting paragraph (b) of item 6;

(e)by omitting paragraph (i)of item 6 and inserting in its stead the following paragraph:—

"(i)rails (light or heavy) and sleepers;";

(f) by inserting after item 6 the following item:—

“6A

Lithium ores and concentrates”;

and

(g)by omitting items 8 to 17 (both inclusive) and inserting in their stead the following items:—

Ores and concentrates of monazite and other thorium bearing minerals

Portland cement

Tantalum and columbium metals and tantalum and columbium alloys in the form of plates, bars, strips and powders

Tantalum and columbium oxides and tantalum and columbium salts

Twelfth Schedule.

12. The Twelfth Schedule to the Customs (Prohibited Exports) Regulations is repealed and the following Schedule inserted in its stead:—
