Customs (Prohibited Exports) Regulations2(Amendment)

I, THE GOVERNOR-GENERAL of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulation under the Customs Act 1901.

Ninth Schedule

 The Ninth Schedule to the Customs (Prohibited Exports) Regulations is amended—

  • (a)

    by inserting after item 2 the following item:

“3

(1) Balancing machines, fixed or portable, horizontal or vertical‑

(a)

suitable for the flexible balancing of centrifuge rotors—

  • (i)

    not less than 75 millimetres, and not more than 410 millimetres, in diameter; and

  • (ii)

    600 millimetres or more in length;

(b)

having a mass capability of not less than 0.9 kilograms and not more than 23 kilograms;

(c)

capable of balancing to a residual imbalance of 25 millimetre-grams per kilogram per plane or less; and

(d)

capable of the flexible balancing of centrifuge rotors in 3 or more planes

(2) Computer equipment specially designed or prepared for use as part of, or in conjunction with, any such balancing machine, and any documents or other materials appurtenant to the operation of such computer equipment”;

  • (b)

    by omitting “60 cubic feet” from item 4 and substituting “1.7 cubic metres”;

  • (c)

    by inserting after item 4 the following item:

“4A

Cylindrical tubing, being—

(a)

tubing, in raw, semi-fabricated or finished form, made of aluminium alloy the main alloying element of which is zinc, being tubing—

  • (i)

    the wall thickness of which does not exceed 19 millimetres;

  • (ii)

    the external diameter of which exceeds 75 millimetres but does not exceed 205 millimetres; and

  • (iii)

    the length of which is not less than twice its external diameter; or

(b)

seamless extruded tubing made of aluminium alloy the composition of which is the same as that of the alloy having the designation 6061 or 6063 in the Third Edition of the Handbook of the Australian Institute of Metals, being tubing—

  • (i)

    the inside diameter of which is more then 100 millimetres; and

  • (ii)

    the length of which is more than 1 metre”;

  • (d)

    by omitting item 8;

  • (e)

    by omitting “2 inches” from paragraph (a) of item 11 and substituting “50 millimetres”;

  • (f)

    by inserting after item 15 the following items:

“15A

Maraging steel, in crude, semi-fabricated or fabricated form, whether or not finally heat-treated, that is capable of an ultimate tensile strength of not less than 2000 megapascals

“15B

Metal-working machines, spin-forming and flow-forming, with double support or 3 rollers, being machines fitted, and designed to be fitted, with a drive motor the maximum continuous power output of which is not less than 18.5 kilowatts”; and

  • (g)

    by inserting after item 18B the following item:

“18C

(1) Plants for—

(a)

the production or purification of uranium hexafluoride; or

(b)

the enrichment or separation of isotopes

(2) Equipment specially designed or prepared for use as part of, or in substitution for the whole or any part of, such a plant, including, in particular—

  • (a)

    gaseous diffusion barriers;

  • (b)

    gaseous diffusion housings;

  • (c)

    valves resistant to corrosion by uranium hexafluoride or fluorine;

  • (d)

    gas centrifuge separation units;

  • (e)

    jet-nozzle separation units;

  • (f)

    vortex separation units;

  • (g)

    large axial or centrifugal compressors and special seals for such compressors;

  • (h)

    frequency changers capable of multiphase electrical output of not less than 600 hertz and not more than 2,000 hertz, and parts, components and sub-assemblies for such frequency changers;

  • (j)

    bulging dies;

(k)

pressure gauges capable of measuring pressures to 13.5 kilopascals or less, having sensing elements of nickel, nickel alloy, phosphor bronze, stainless steel or aluminium that are resistant to corrosion by uranium hexafluoride or hydrogen fluoride;

(m)

process-control instruments that are resistant to corrosion by uranium hexafluoride or fluorine, whether specially designed or specially suitable for monitoring or controlling the processing of material in uranium hexafluoride conversion plants or not;

(n)

nuclear-grade viton sealing rings, being rings of the type known as ‘O’ rings, the inside diameter of which is more than 40 millimetres;

(o)

parts and components of any such equipment; and

(p)

any other parts and components of such a plant”.
