I, LIONEL BARRIE WOODWARD, Chief Executive Officer of Customs, under to section 4A and section 71L of the Customs Act 1901 (the Act), approve the attached “UNDERBOND MOVEMENT APPLICATION– SEA” as an approved statement for the purposes of communicating electronically an application for permission to move goods imported into Australia by sea that are subject to Customs control and have not been entered for home consumption or warehousing.

This instrument commences on the day after it is registered.

Sender Reference

The identifier assigned by the person communicating an application to identify (and distinguish from others) the application and all subsequent amendments to the application.

Sender Reference Version

The numeric identifier assigned by the person communicating the underbond movement application to identify the version of the application or the sequence of related applications.

Vessel ID

The identifier of the ship which carried the cargo:

§     the Lloyds identification number of the ship; or

§     if the vessel does not have a Lloyds identification number, the identification code allocated to the operator of the ship by Customs.

Voyage Number

The unique number assigned by the principal agent of the ship that the goods arrived on.

Responsible Party ID

The Australian Business Number (ABN), or code allocated by Customs (the Customs Client Identifier or CCID), that identifies the cargo reporter, stevedore or depot operator who is making the application.

Discharge Establishment ID

The unique identifier assigned to the premise where the goods are proposed to be, or were, unloaded.

Originating Establishment ID

The unique identifier assigned to the depot where the goods are proposed to be moved from.

Request Reason

The code identifying the reason for the movement of the goods between premises.

Code	Code explanation	Underbond movement request code reason
AQS	Quarantine	The movement of the goods is required as a result of an Australian Quarantine and Inspection Service (AQIS) directive.
DCL	Deconsolidate at destination	The goods are to be deconsolidated or unpacked at a section 77G depot but not a container park.
DEL	Delivery to final destination	The goods are proposed to be moved to the final premises prior to delivery into home consumption.
MOV	Other movement	The movement of the goods is required for a reason other than those specified in this list.
TSH	Transhipment	The goods are proposed to be moved to a place for the purpose of being exported.
TUW	Time up cargo	The goods are required to be moved in accordance with section 77P of the Customs Act 1901.

Destination Establishment ID

The unique identifier assigned to depot or warehouse where the goods are proposed to be moved to.

Mode of Movement

The code indicating the method of transport by which the goods will be moved between premises.

Code	Mode
AIR	Goods being moved by air.
RAI	Goods being moved by rail.
ROA	Goods being moved by road.
DVS	Goods being moved by sea on a domestic vessel.
IVS	Goods being moved by sea on an international voyage.

Transhipment Overseas Destination Port Code

If the goods are being transhipped - the UNLocode, as published by the United Nations Economic Commission for Europe (UN/ECE), for the place overseas which is the final destination of the goods.

Movement Vessel ID

If the goods are proposed to be moved on a ship - the unique identifier code for the ship .

Movement Voyage Number

If the goods are proposed to be moved on a ship – the unique number assigned by the principal agent of the ship that identifies the voyage on which the goods are proposed to be moved on.

Overseas Routing Ports

If the goods are proposed to be moved on a ship – the UNLocode of the ports that the goods are proposed to transit on its carriage between its originating and destination premises.

Cargo Type

The code indicating the cargo type:

·     B/B (Break bulk)

• BLK (Bulk)

• FCL (Full container load)

• FCX (Full container multiple house bill

• LCL (Less than container load)

Container Number

If goods are proposed to be moved in a container – the unique identifier assigned by the Marine Industry to the container the goods are to be packed in.

Unique Consignment Reference Number

The unique reference, consistent with the World Customs Organisation (WCO) guidelines, that identifies the consignment in commercial documents and messages.

Ocean Bill of Lading

If the goods are proposed to be moved on a ship - the ocean bill of lading number issued by the shipping company for the carriage of the goods by the ship.

House Bill of Lading

If the goods are proposed to be moved on a ship - the house bill of lading number for the goods.

Number of Packages

The total number of packages for the line of goods proposed to be moved underbond.

Package Type

The code for the type of packaging in which the goods are contained or wrapped, for example, drums, barrels, pallets etc.
