I, LIONEL BARRIE WOODWARD, Chief Executive Officer of Customs, under to section 4A and subparagraph 64ABAA(5)(c)(i) of the Customs Act 1901 (the Act), approve the attached “OUTTURN REPORT (SUBSECTIONS 64ABAA(3) AND 64ABAA(4)) - SEA” as an approved statement for the purposes of communicating electronically:

a)    an outturn report in respect of cargo that is not in a container that has been unloaded from a ship at a port in Australia; and

b) an outturn report in respect of cargo that was unloaded from a ship and has been moved, under a permission given under section 71E of the Act, to a Customs place other than a warehouse.

This instrument commences on the day after it is registered.

OUTTURN REPORT (SUBSECTIONS 64ABAA(3) AND 64ABAA(4)) - SEA

1 Sender Reference The identifier assigned by the person communicating the report to identify (and distinguish from others) the report and all subsequent amendments to the report.
2 Sender Reference Version The numeric identifier assigned by the person communicating the report to identify the version of the report or the sequence of related reports.
3 Vessel ID

The identifier of the ship which carried the cargo:

·     the Lloyds identification number of the ship; or

·     if the vessel does not have a Lloyds identification number, the identification code allocated to the operator of the ship by Customs

4 Voyage Number The unique number assigned by the principal agent of the ship, for the journey to Australia that carried the cargo.
5 Receiving Establishment ID The unique identifier assigned to the wharf where the cargo was unloaded or the Customs place where the cargo has been moved under a permission. 
6 Responsible Party ID The Australian Business Number (ABN), or code allocated by Customs (the Customs Client Identifier or CCID), that identifies the person in charge of the Customs place.. 
7 Cargo Receipt/Unload Date The date when the cargo was received or unloading the cargo from the ship was completed.
8 Cargo Receipt/Unload Time The time the cargo was received or unloading the cargo from the ship was completed.
9 Vessel Discharge or Underbond Indicator

The code indicating the type of outturn conducted:

·     V for vessel (initial discharge from a ship) section 64ABAA(3)

·     U for underbond section 64ABAA(4)

10 Cargo Unpack Completion Date If the cargo was unpacked - the date when the unpacking of the cargo was completed.
11 Cargo Unpack Completion Time If the cargo was unpacked - the time when the unpacking of the cargo was completed.
12 Receipt/Unpack Indicator

The code indicating the type of action taken during the outturn

·     U for unpack

·     R for receipt

13 Cargo Type

The code indicating the cargo type:

·     B/B (Break bulk)
  • BLK (Bulk)
  • FCL (Full container load)
  • FCX (Full container multiple h/bill
  • LCL (Less than container load)
14 Outturn Result

Indicate if there are any discrepancies between the cargo report and the goods unloaded.

NIL NIL There are no goods included in the cargo report that have not been unloaded and there are no goods not included in the cargo report that have been unloaded
SC Surplus Consignment There is a consignment that has been unloaded that is not included in the cargo report.
SH Shortage There are goods included in the cargo report that have not been unloaded.
SU Surplus packages There are packages that have been unloaded that are not included in the cargo report.
15 Container Number The unique identifier assigned by the marine industry to the container in which the cargo was packed.
16 Ocean Bill of Lading The ocean bill of lading number issued by the shipping company for the carriage of the cargo by the ship.
17 House Bill of Lading The house bill of lading number for the cargo.
18 Quantity Value For each line of cargo – the net quantity of the cargo.
19 Quantity Unit For each line of cargo - the unit of quantity used to measure the weight of the cargo including packaging (eg Tonne).
20 Number of Packages The total number of packages in which the cargo is packed.
21 Package Type Indicate the type of packaging in which the cargo is contained or wrapped, for example, drums, barrels, pallets etc.
22 Damage Indicator

Indicate if the unpacked cargo is damaged:

YES If the cargo has been damaged.
NO If cargo has not been damaged.
23 Pillage Indicator

Indicate if any cargo is suspected of being stolen:

YES If part of the cargo has been stolen
NO If cargo is intact.
24 Seal Intact Indicator

Indicate whether the container's seal is intact or broken:

YES If seal is intact
NO If seal has been broken.
25 Seal Number The unique identifying number of the container seal placed on a container door at time of packing.
26 Goods Description A detailed and accurate description of the cargo.
27 Marks and Numbers The package marks and numbers for all packages included in the outturn report and any other identifying marks and brands on the packages.
