May 1860, or in bond on that day, without payment of the dutics by this Act authorized to be levied, or without paymentof the dutics authorized to he levied by any Act in force within the
said Province, at the time of the coming into operation of this | * |

been collected since the hour of half-pa.st two of the clock in the
