Crowd Controllers Regulations 2000

I, the Governor in and over the State of Tasmania and its Dependencies in the Commonwealth of Australia, acting with the advice of the Executive Council, make the following regulations under the Crowd Controllers Act 1999 .17 April 2000

1Short titleThese regulations may be cited as the Crowd Controllers Regulations 2000 . 2CommencementThese regulations take effect on the day on which the Crowd Controllers Act 1999 commences. 3InterpretationIn these regulations, Act means the Crowd Controllers Act 1999 . 4Competency requirementsFor the purposes of sections 5 , 12 , 15 and 16 of the Act, the prescribed competency requirements are a qualification or statement of attainment which includes the following competency standards in relation to the hospitality industry endorsed by the Australian National Training Authority: (a) THHBTHS02A Determine and use reasonable security forces to control access to and exit from premises; (b) THHBTHS03A Maintain safety of premises and personnel; (c) THHBTHS04A Manage intoxicated persons; (d) THHBTHS06A Apprehend offenders; (e) THHBTHS09A Control crowds; (f) THHBTHS17A Observe and monitor people. 5Register of crowd controllers (1) The register required to be kept by the employer of a crowd controller under section 13 of the Act – (a) must be a bound book with sequentially numbered pages; and (b) must be retained by the employer for a period of 5 years after the last entry was made in it. (2)  The register is to contain – (a) the date and time at which a crowd controller starts and finishes each period of duty at the licensed premises at which the crowd controller is employed; and (b) the signature of the crowd controller entered in accordance with regulation 6 ; and (c) the residential address of the crowd controller; and (d) the identification number worn by the crowd controller. 6Register to be signed by crowd controllerA crowd controller must sign the register at the time of finishing each period of duty at the licensed premises at which the crowd controller is employed. 7Identification to be worn by crowd controllerFor the purposes of section 14 of the Act, the identification to be worn by a person when undertaking the functions of a crowd controller must consist of – (a) a number not less than 4 centimetres in length by 5 millimetres in thickness; and (b) the word "security" in letters not less than 5 millimetres in height.

EXPLANATORY NOTE

(This note is not part of the regulation) These regulations –

(a) prescribe the competency requirements to be obtained by a person who wishes to carry out the functions of a crowd controller; and (b) prescribe the identification to be worn by a person when undertaking the functions of a crowd controller; and (c) make provision with respect to the register of crowd controllers required to be kept by employers of crowd controllers.
