I, Rear Admiral PETER ROSS SINCLAIR, A.C., Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of section 49 of the Constitution Act 1902, do, by this my Proclamation, with effect on and from 6 April 1995:
Establishment of new Departments and Administrative Offices:
(a) establish the Department of Aboriginal Affairs as a Department responsible to the Minister for Aboriginal Affairs; (b) establish the Department of Aged and Disability Services as a Department responsible to the Minister for Aged Services and the Minister for Disability Services; (c) establish the Department of Energy as a Department responsible to the Minister for Energy; (d) establish the Department of Gaming and Racing as a Department responsible to the Minister for Gaming and Racing; (e) establish the Department of Land and Water Conservation as a Department responsible to the Minister for Land and Water Conservation; (f) establish the Olympic Co-ordination Agency as a Department responsible to the Minister for the Olympics; (g) establish the Department of Public Works and Services as a Department responsible to the Minister for Public Works and Services; (h) establish the Department of State Development as a Department responsible to the Minister for State Development; (i) establish the Department for Women as a Department responsible to the Minister for Women;

| (j) | establish the Office of the Board of Studies as an Administrative Office responsible to the Minister for Education and Training; |
| (k) | establish the Office of the Board of Vocational Education and Training as an Administrative Office responsible to the Minister for Education and Training; |
Changing names of Departments and Administrative Offices:
| (l) | change the name of the Department of Industrial Relations, Employment, Training and Further Education to the “Department of Industrial Relations” ; |
| (m) | change the name of the Department of Local Government and Co- operatives to the “Department of Local Government”; |
| (n) | change the name of the Department of Planning to the “Department of Urban Affairs and Planning”; |
| (o) | change the name of the Department of Sport, Recreation and Racing to the “Department of Sport and Recreation”; |
Abolition of Departments and Administrative Offices and transfer of branches:
(p) remove all branches from and abolish the Office of Aboriginal Affairs and add those branches to the Department of Aboriginal Affairs;
| (q) | remove all branches from and abolish the Department of Courts Administration and add those branches to the Attorney General’s Department; |
| (r) | remove all branches from and abolish the Chief Secretary’s Department and add those branches to the Department of Gaming and Racing; |
| (s) | remove all branches from and abolish the Commercial Services Group and add those branches to the Department of Public Works and Services; |
| (t) | remove all branches from and abolish the Department of Conservation and Land Management and add those branches to the Department of Land and Water Conservation; |
| (u) | remove all branches from and abolish the Ministry of Education and Youth Affairs and: |
(i) add the group of staff attached to the Board of Studies to the Office of the Board of Studies;
(ii) add the Music Examinations Advisory Board to the Office of the Board of Studies;

(iii) add the Erudition Unit to the Office of the Board of Vocational Education and Training;
(iv) add the Aboriginal Education Consultative Group to the Department of School Education;
(v) add the Office of Youth Affairs and all central policy units to the Office of the Board of Vocational Education and Training, and abolish those branches;
(vi) add all other branches (including the Higher Education Unit) to the Office of the Board of Vocational Education and Training;
(v) remove all branches from and abolish the Ministry of Housing, Planning and Urban Affairs and:
(i) add the Office of Real Estate Services to the Department of Consumer Affairs;
(ii) add all other branches to the Department of Urban Affairs and Planning;
(w) remove all branches from and abolish NSW Public Works and:
(i) add the group of staff attached to the Olympic Construction Authority to the Olympic Co-ordination Agency;
(ii) add the Water Services Policy Division to the Department of Land and Water Conservation;
(iii) add the Office of Ports and Marine Safety to the Department of Business and Regional Development;
(iv) add all other branches to the Department of Public Works and Services;
(x) remove all branches from and abolish the Ministry for the Status and Advancement of Women and add those branches to the Department for Women;
(y)
remove all branches from and abolish the Department of Water Resources and add those branches to the Department of Land and Water Conservation;
(z)
remove all branches from and abolish the Office of Energy and add those branches to the Department of Energy;
(aa) remove all branches from and abolish the Property Services Group
and:
(i) add the groups of staff attached to the City West Development Corporation and the Honeysuckle Development Corporation to the Department of Urban Affairs and Planning;

(ii) add the group of staff attached to the Homebush Bay Development Corporation to the Olympic Co-ordination Agency;
(iii) add the group of staff attached to the Sydney Cove Redevelopment Authority to the Department of Urban Affairs and Planning;
(iv) add the group of staff principally involved with the New South Wales Land and Housing Corporation (also known
as “Landcom”) to the Department of Housing;
(v) add all other branches to the Department of Public Works and Services;
(ab) remove all branches from and abolish the Social Policy Directorate and:
(i) add the Office of Social Policy to the Cabinet Office;
(ii) add all other branches (including the Office on Ageing and the Disability Services Unit) to the Department of Aged and Disability Services;
(ac) remove all branches from and abolish the Urban Parks Agency and add those branches to the National Parks and Wildlife Service;

(ae) remove from the Premier’s Department the Office of Olympic Co- ordination and add it to the Olympic Co-ordination Agency;
(af) remove the Government Actuary’s Office from the Premier’s Department and add it to the Treasury;
(ag) remove the Information Technology Policy and Planning Unit from the Premier’s Department and add it to the Department of Public Works and Services;
(ah) remove the Office of Economic Development from the Premier’s
Department and add it to the Department of State Development;
(ai) remove the Catchment Assessment Commission and the National
Resources Audit Council from the Cabinet Office and add them to
the Department of Land and Water Conservation;
(aj) remove the Office of Strategic Planning from the Cabinet Office and add it to the Premier’s Department;

(ak) remove the Office of Racing from the Department of Sport and
Recreation and add it to the Department of Gaming and Racing;
(al) remove from the Department of Industrial Relations the followingbranches and add them to the Office of the Board of Vocational
Education and Training:
(i) Employment and Training Division
(ii) the group of staff attached to the Board of Vocational Education and Training;
(iii) Administration Division
(iv) Regional Offices
(v) Employment Policy and Economic Development Branch(am) abolish the Employment Policy and Economic Development
Branch in the Office of the Board of Vocational Education and
Training;
(an) remove the Public Employment Service from the Department of Industrial Relations and add it to the Premier’s Department;
(ao) remove the New South Wales Superannuation Office from the
Department of Industrial Relations and add it to the Treasury;
(ap) remove the group of staff principally involved with the
Conveyancers Licensing Committee from the Attorney General’sDepartment and add that group of staff to the Department of
Consumer Affairs;
(aq) remove the Registry of Co-operatives from the Department of Local Government and add it to the Department of Consumer Affairs;
(ar) remove the Pesticides Unit from the Department of Agriculture and add it to the Environment Protection Authority.
