STATUTORY RULES.
REGULATIONS UNDER THE DEFENCE ACT 1903-1915.
I, THE

advice of the Federal Executive Council, hereby make the following Regulations
under the

REGULATIONS FOR THE CONDUCT AND MANAGEMENT OF GOVERNMENT FACTORIES.
Cancel Regulation 30(1), and substitute the following:—30. (1) Overtime shall be paid for at the rate of time and a half based on a day of eight hours, provided that not less than One shilling and sixpence per hour shall be paid. For the purpose of ascertaining the hourly payment for overtime, the yearly salary shall be divided by 313, and the result multiplied by
3 /16 . A fraction of a penny in the hourly rate shall not be regarded in computing overtime payment unless it exceeds a half penny, when one penny shall be allowed in lieu of the fraction. Overtime shall be calculated to the nearest quarter of an hour in the total amount of time claimed.
Cancel Regulation 41, andsubstitute the following:—
Double Rates for Working on Holidays.
41. Double time shall be paid for all officers, foremen, and employees, including engine-drivers, firemen, and watchmen, engaged in working on holidays granted under these Regulations, provided that employees required to work during the annual two weeks’ recreation leave shall receive equivalent time off in lieu thereof.
Cancel Regulation 43(2), andsubstitute the following:—(2) An employee leaving of his own accord or about to be discharged through no fault of his own shall be entitled to receive payment for recreation leave due under this Regulation.

(2) In the Fifth Class £60 is to be paid if under 18 years of age at entrance.
(3) The salaries following shall be paid to junior officers 18 years of age and over when they enter the Service in the Clerical Division in Class 5, until they reach the age of 21 years:—

Provided that these entering after 17 years of age shall be classified as if they entered at the minimum salary of £60 per annum, and had received the salaries payable under this Regulation to officers who enter at the minimum of £60.
74. (1) Officers in the Fifth Class, Clerical Division, at whatever age they enter the Service, when they shall have attained the age of 21 years shall, if single, be paid a salary of not less than £126.
(2) Officers in the Fifth Class, Clerical Division, after they attain the age of 21, shall, if married, be paid a salary of not less than £150 per annum.
(3) Every officer in the Clerical Division, Fifth Class, shall be advanced after twelve months to the next higher subdivision, provided that such advancement has been approved by the Secretary upon report from the Manager as to conduct, diligence and general efficiency of the officer. Further provided that every officer who enters the Service after 18 years of age, and who shall receive the salary of £126 a year solely because he is 21 years of age, or the
salary of £150 solely because he is over 21 years of age and married, shall only be advanced (if entitled to increments) to the next higher subdivision each year after having reached £126 or £150, as the case may be, for twelve months, until he receives £156 a year. No further advancement shall be granted until he would, in the ordinary course as an efficient officer have become entitled to more than £156 a year if he had advanced through the subdivisions of Class 5 and had remained unmarried. This condition is without prejudice at any time for special efficiency, good conduct and diligence.

The salary of £126 or £150, as the case may be, shall be payable from the first
day of the month succeeding the date upon which an officer attains the age of
21 years or marries. Provided, however, that where an officer marries while in
receipt of £138 per annum
75. An officer of the Fifth Class required to work away from home during the first two years of his appointment shall be paid an allowance sufficient to make his total salary and allowance up to £81 a year.
76. Except in the cases of personsappointed under Regulation 85, all new appointments to the Clerical Division shall be made to the First Subdivision of the Fifth Class.
Allowance for Performing Duties of Higher Positions.
81. Where any officer or foreman has performed the duties of a position of a higher class or grade than that in which he is classified for six months continuously or for six months in the preceding twelve months, he may be granted, on the approval of the Secretary during the period for which he continues to perform the duties of such higher position, payment in addition to salary at a rate equal to the difference between his salary and the minimum salary of the class or grade of the higher position.
Award or Commonwealth Arbitration Court.

Notwithstanding anything contained in these Regulations any award made by or
agreement filed in the Commonwealth Court of Conciliation and Arbitration, in
pursuance of the
