I, ROMAN QUAEDVLIEG, Comptroller‑General of Customs, under section 4A of the Customs Act 1901, approve the attached “UNDERBOND MOVEMENT APPLICATION – AIR” statement as an approved statement for the purposes of communicating electronically to the Department, an application for permission to move goods imported into Australia by air that are subject to customs control and have not been entered for home consumption or warehousing, in accordance with section 71L of that Act.

This Instrument commences on 1 October 2015.

UNDERBOND MOVEMENT APPLICATION ‑ AIR

Item No. Short title Information required
1 Sender Reference The identifier assigned by the person communicating an application to identify (and distinguish from others) the application and all subsequent amendments to the application.
2 Sender Reference Version The numeric identifier assigned by the person communicating the application to identify the version of the request or the sequence of related applications.
3 Flight Number The airline code (as allocated by the International Air Transport Association (IATA)), and flight number (as assigned by the carrier to identify the journey of the aircraft) for the flight.
4 Estimated Arrival Date The date that the aircraft is expected to arrive at the airport at which the goods are to be unloaded. 
5 Responsible Party Client ID The Australian Business Number (ABN), or code allocated by the Department (the Customs Client Identifier or CCID), that identifies the cargo reporter, stevedore or depot operator who is making the application.
6 Discharge Establishment ID The unique identifier assigned to the premise where the goods are proposed to be, or were, unloaded.
7 Originating Establishment ID The unique identifier assigned to the depot where the goods are proposed to be moved from.
8 Request Reason

The code specifying the reason for the movement of the goods between premises.

AQS Biosecurity The movement of the goods is required as a result of a Department of Agriculture directive.
DCL Deconsolidate at destination The goods are to be deconsolidated or unpacked at a section 77G depot but not a container park.
DEL Delivery to final destination The goods are proposed to be moved to the final premises prior to delivery into home consumption.
MOV Other movement The movement of the goods is required for a reason other than those specified in this list.

TSH Transhipment The goods are proposed to be moved to a place for the purpose of being exported.
TUW Time up cargo The goods are required to be moved in accordance with section 77P of the Customs Act 1901.
9 Destination Establishment ID The unique identifier assigned to depot or warehouse where the goods are proposed to be moved to.
10 Mode of Movement

The code specifying the method of transport by which the goods will be moved between premises.

DVS Goods being moved by sea on a domestic vessel.
IVS Goods being moved by sea on an international voyage.
RAI Goods being moved by rail.
ROA Goods being moved by road.
11 Transhipment Overseas Destination Port Code If the goods are being transshipped ‑ the UNLocode, as published by the United Nations Economic Commission for Europe (UN/ECE), for the place overseas which is the final destination of the goods.
12 Master Airway Bill Number The master air waybill number for the line of goods proposed to be moved.
13 House Air Waybill Number The house air waybill number for the line of goods proposed to be moved.
14 Number of Packages The total number of packages for the line of goods proposed to be moved.
15 Unique Consignment Reference Number The unique reference, consistent with the World Customs Organization (WCO) guidelines, that identifies the consignment in commercial documents and messages.
