I, ROMAN QUAEDVLIEG, Comptroller‑General of Customs, under section 4A of the Customs Act 1901 (the Customs Act), approve the attached “OUTTURN REPORT (SUBSECTION 64ABAA(2))” statement as an approved statement for the purposes of communicating electronically to the Department, an outturn report in respect of a container that is unloaded from a ship at a port in Australia in accordance with subparagraph 64ABAA(5)(c)(i) of that Act.
This Instrument commences on 1 October 2015.

| If the cargo is bulk or break bulk and has been unloaded from a ship, items 13 to 17 are also required (Subsection 64ABAA(3). | |||||||||||||||
| 13 | Cargo Type | The cargo type allows cargo on a vessel to be classified into broad categories as these categories have differing reporting requirements. There are five cargo types: - FCL (Full Container Load) ‑ containers where all the contents are consigned to one entity. There is only one consignment in the container; - FCX ‑ sea cargo containers where a container has all the contents consigned to one entity in Australia and where there are two or more consignments within the container; - LCL (Less than Container Load) ‑ a consignment that does not occupy the full space available in a container. The consignment has been consolidated, i.e. packed into a single container, with one or multiple other LCL consignments. These consignments must have at least two different consignees in Australia; - B/B (Break Bulk) ‑ a consignment of cargo that is transported in a non‑containerised manner. Most break bulk consignments are comprised of self-contained units/packages for example, cars or timber packs; and - BLK (Bulk) ‑ consignments of goods that conform to the shape of the vessel holds that the cargo is being transported in and does not have any external packaging, for example, gas, grain or petroleum. | |||||||||||||
| 14 | House Bill number | A Bill of Lading House (or House Bill) is issued by an entity (usually a freight forwarder) to identify individual consignments and each Bill has a unique identifying number. | |||||||||||||
| 15 | Ocean Bill of Lading number | An Ocean Bill of Lading is issued by a shipping company for the carriage of goods on a vessel and each Bill has a unique identifying number. | |||||||||||||
| 16 | Responsible Party ID | The Responsible Party ID identifies the party who is responsible for unloading, unpacking or receiving the cargo. The identifier can be either the party’s Australian Business Number (ABN) or Customs Client ID (CCID). | |||||||||||||
| 17 | Outturn Result Type | Indicate if there are any discrepancies between the cargo report relating to the cargo and the goods unloaded.
