I, Rear Admiral Sir DAVID JAMES MARTIN, Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of section 2 (1) of the Community Welfare (Amendment) Act 1989, do by this my Proclamation, appoint 22 January 1990 as the day on which the provisions of that Act (other than Schedule 2 and section 3 in its application to that Schedule) commence.
