REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922–1948.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922–1948, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments of the Commonwealth Public Service Regulations. 

1. Regulation 106 of the Commonwealth Public Service Regulations is repealed and the following regulation inserted in its stead;—

Salaries of officers of Fourth Division.

" 106.—(1.) The limits of annual salary payable to an adult officer occupying any office in the Fourth Division shall be such of the amounts specified hereunder in Table A or Table B as are specified in the Fourth Schedule to these Regulations, or, in respect of any office in respect of which action has been taken by the Governor-General or the Board under sub-regulation (4.) of this regulation, as are fixed by the Governor-General on the recommendation of the Board in respect of that office.

" (2.) Except where otherwise indicated, the scales or amounts prescribed in the Fourth Schedule shall be applicable only to adult officers.

" (3.) Where a female officer is employed in any of the offices referred to in this regulation, the salary payable to that officer shall be in accordance with a scale or amount which is Sixty-two pounds less than the scale or amount shown opposite that office in the Fourth Schedule or fixed by the Governor-General under sub-regulation (4.) of this regulation, except where that scale or amount is prescribed or fixed as payable to a female officer or to an officer whose age is less than 21 years.

" (4.) The Governor-General may, from time to time, on the recommendation of the Board, fix the limits of salary for any office which has been created in the Fourth Division, and may raise or lower the salary of any office in that Division, and the Board may alter the designation of any office in that Division.

" (5.) This regulation shall be deemed to have taken effect as from the commencement of the first fortnightly pay period beginning in October, 1948.".

Allowances in addition to salary.

2. Regulation 106aa of the Commonwealth Public Service Regulations is amended—

(a) by omitting sub-regulation (5.); and

(b) by omitting from sub-regulation (6.) the figures " 264 " and inserting in their stead the figures " 314 ".

Test of qualifications for certain offices.

3. Regulation 112a of the Commonwealth Public Service Regulations is amended—

(a) by inserting in sub-regulation (1.), before the word " Apprentice.", the words " Accounting Machinist (Female)." ;

(b) by omitting from that sub-regulation the words " Machinist (Female)." ;

(c) by omitting from that sub-regulation the figures " 256 " and inserting in their stead the figures " 302 " ;

(d) by omitting from that sub-regulation the words " Motor Car Driver." and inserting in their stead the words " Motor Driver.";

(e) by omitting from that sub-regulation the words " Postal Assistant, Grades 2 and 3." and inserting in their stead the words —

" Postal Assistant.

Postal Assistant (Mail) (where salary is in excess of £302 per annum)."; and

(f) by omitting from that sub-regulation the words " Statistical Tabulator (Female)." and inserting in their stead the words " Statistical Machinist (Female).".

Upon compliance with the preceding provisions of this paragraph, the officer shall, if an adult, be paid not less than £362 per annum and may be advanced to £380 per annum by annual increments

(2) He shall not be advanced beyond £380 per annum, or, if at the date of his transfer or promotion from within the Service he is in receipt of a salary exceeding £380 per annum, shall not be advanced beyond that salary, unless—

An officer occupying an office of Assistant Radio Inspector, Fourth Division, shall upon notification in the Gazette of his having passed an examination held to enable Assistant Radio Inspectors in the Fourth Division to qualify for inclusion in the Third Division, become an officer of the Third Division as from the first day of July in the year in which he passes such examination, and shall thereupon be eligible, subject to the provisions of regulations 105 and 105a, for advancement to a maximum salary of £450 per annum

1943, omitting the tests in final sorting. In order to be eligible to become a candidate for advancement beyond a salary of £326 per annum, the officer (excepting officers employed in the Registration and Parcels Post Sections) shall have obtained from the Superintendent of Mails a certificate that he has within the previous six months been employed wholly or partly on final sorting, and that in the opinion of the Superintendent he is competent to do final sorting in a manner satisfactory both as to accuracy and speed. In cases where the exigencies of the Mail Branch have not permitted of the frequent employment of the officer on final sorting, or in cases where an intending candidate considers that the Superintendent has wrongly refrained from granting him such certificate, he may elect to undergo a test in final sorting. In such case the test shall be that set out on pages 374 and 375 of Commonwealth Gazette No. 21, dated 28th January, 1943, for the section which the officer names in his application
