REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1937.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922-1937, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments of the Commonwealth Public Service Regulations. 

Test of qualifications for certain offices.

1. Regulation 112a of the Commonwealth Public Service Regulations is amended—

(a)by inserting in sub-regulation (1.) after the words “Mechanic, Senior.”, the words “Meteorologist, Cadet.”;

(b)by inserting in that sub-regulation, after the words “Motor Mechanic.”, the word “Observer.”;

(c) by inserting in that sub-regulation, after the word “Postmaster.”, the words “Quantity Surveyor, Cadet.”; and

(d)by inserting in that sub-regulation, after the word “Typist.”, the words “Weather Officer.”.

The Second Schedule.

3. The Second Schedule to the Commonwealth Public Service Regulations is amended—

(a) by omitting the office of “Meteorological Assistant” and the conditions of advancement shown opposite that office and inserting in their stead the following office and conditions of advancement:—

“Meteorological Assistant, £96-£402

(1) He shall, if an adult, be paid not less than £252 per annum, provided that—

(i) he has served for twelve months as Meteorological Assistant;

(ii) the Board is satisfied as to his aptitude for meteorological work;

(iii) he has furnished evidence to the satisfaction of the Board that he has passed an examination in the subjects of Mathematics and Physics of the standard of second year in the course for a degree in Science or Engineering at a recognized University; and

 

“Meteorological Assistant, £96-402—continued.

(iv) he has passed an examination conducted by, or with the approval of, the Board for the purposes of this regulation in the theory section of the subject of Meteorology I.

(2) He shall not be advanced beyond £306 per annum unless—

(i) (a)he has served for twelve months as Meteorological Assistant and the Board is satisfied as to his aptitude for meteorological work;

(b) he has furnished evidence to the satisfaction of the Board that he has passed an examination in the subjects of Mathematics and Physics of the standard of second year in the course for a degree in Science or Engineering at a recognized University; and

(c) he has passed an examination conducted by, or with the approval of, the Board for the purposes of this regulation in Meteorology I. ((a) Theory, and (b) Practice); or

(ii) in the case of an officer who, immediately prior to the commencement of these Regulations, was designated Meteorological Assistant, he has complied with the conditions prescribed for advancement beyond £306 per annum in operation at the time when he became so designated.

Upon compliance with these conditions the officer, if an adult, shall be paid not less than £306 per annum.

(3) He shall not be advanced beyond £354 per annum unless, in addition to having satisfied the requirements of conditions (2) (i) (b) and (c)—

(i) he has been employed for three years in the office of Meteorological Assistant and has given evidence to the satisfaction of the Board of aptitude for meteorological work; and

(ii) he is a graduate of a recognized University in a faculty approved by the Board in relation to the office of Meteorological Assistant.”;

(b)by inserting, after the office of “Meteorological Assistant”, the following offices and conditions of advancement:—

“Meteorologist, Cadet ....................................

(1) He shall, if an adult, be paid not less than £252 per annum, provided that—

(i) he has completed a period of three years’ training; and

(ii) he has furnished evidence to the satisfaction of the Chief Officer that his diligence, conduct and progress during his period of training have been satisfactory and warrant such payment.

(2) He shall, if an adult, be designated Assistant Meteorologist or Weather Officer, as the case may be, and paid not less than £306 per annum, provided that—

(i) he has satisfactorily completed a period of four years' training as Cadet Meteorologist, or such lesser period as the Board in any special case determines; and

(ii) he has passed such examinations as are determined from time to time by the Board and notified in the Gazette.

 

“Quantity Surveyor, £306-£510

(1) He shall be paid not less than £402 per annum, provided that—

(i) he has served for two years as Quantity Surveyor; and

(ii) the Board is satisfied that he is capable of performing, and is required to perform, wholly or mainly, the duties of preparing bills of quantities, specifications and estimates, inspecting, measuring up and reporting on buildings, and preparing final statements on the completion of contracts.

(2) He shall not be advanced beyond £402 per annum except on evidence to the satisfaction of the Board that he is capable of performing the class of work specified in condition (1) (ii).

“Quantity Surveyor, Cadet

He shall, if an adult, be designated Quantity Surveyor and paid not less than £306 per annum, provided that—

(a) he has satisfactorily completed a period of five years’ training for that office; and

(b) he has furnished evidence to the satisfaction of the Board that he has completed an approved Quantity Surveying Diploma Course of a Technical College or an equivalent course approved by the Board.”; and

(c) by omitting the office of “Weather Officer” and the conditions of advancement shown opposite that office and inserting in their stead the following office and conditions of advancement:—

“Weather Officer, £306-£510

He shall not be advanced beyond £402 per annum or if, at the date of his transfer or promotion from within the Service, he is in receipt of Salary exceeding £402 per annum, he shall not be advanced beyond that salary unless—

(i) he has passed an examination conducted by, or with the approval of, the Board for the purposes of this regulation in—

(a)Meteorology II. (including Forecasting); and

(b) the subjects of Mathematics and Physics of the standard of the second year in a course for a degree in Science or Engineering at a recognized University; and

(ii) the Board is satisfied that he is capable of performing efficiently the whole of the duties of Weather Officer.

Upon compliance with conditions (i) and (ii) and on completion of two years’ service as Weather Officer he shall, if an adult, and subject to good conduct and diligence, be paid not less than £402 per annum:

Provided that any officer transferred or promoted as Weather Officer on or before 30th June, 1939, who at the time of his transfer or promotion had at least five years’ experience in the Meteorological Branch shall be exempted from the requirements of condition (i) (b) and of two years’ service as Weather Officer.”.

 

The Fourth Schedule.

4. The Fourth Schedule to the Commonwealth Public Service Regulations is amended—

(a) by omitting the figures “252”, “284” and “8” shown opposite the office of “Articulator, Assistant” and inserting in their stead the figures “294”, “330” and “12”, respectively;

 

(b)by omitting the condition of advancement shown in the column headed “Remarks” opposite the office of “Assistant (Meteorological Branch)” and inserting in its stead the following condition:—

“Advancement beyond £244 per annum to be subject to the passing of an examination relating to the duties of the office conducted by, or with the approval of, the Board.”;

(c)by inserting, after the office of “Assistant (Orders, &c.)”, the following office and particulars:—
