REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1941.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922-1941, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments ofthe Commonwealth Public Service Regulations. 

Repeal of certain Parts.

1. Parts IV., V., VI., VIa. and VIb. of the Commonwealth Public Service Regulations are repealed and the following Parts inserted in their stead:—

“ Part IV.—Officers of the Second Division.

Salaries of Officers of Second Division.

104.—(1.)An officer of the Second Division occupying any office specified in the First Schedule to these Regulations shall be paid annual salary in accordance with the scale shown in that Schedule opposite the designation of the office occupied by him.

(2.) Subject to the provisions of section 31 of the Act, an officer occupying an office specified in the First Schedule may be paid increments within the limits of salary fixed in respect of his office, as follows:—

(a) In the case of an officer receiving salary less than £912 per annum—increments of £24; and

(b) In the case of an officer receiving salary of £912 per annum or over—increments of £50.

(3.) Salaries payable in pursuance of this Part shall be subject to variation in accordance with regulation 106a of these Regulations.

“Part V.—Officers of the Third Division.

Salaries of Officers of Third Division.

105.—(1.)The limits of annual salary payable to an officer occupying any office in the Third Division shall be such of the amounts specified hereunder in Table A or Table B as are fixed by the Governor-General on the recommendation of the Board in respect of that office.

(2.) Subject to the provisions of section 31 of the Act and of regulations 105a and 105b of these Regulations, increments may be paid to an officer within the limits of salary fixed in respect of his or her office of such amount as will in the case of male officers raise the salary to the next higher amount shown in Table A and in the case of female officers to the next higher amount shown in Table B.

(3.) Notwithstanding anything contained in this regulation—

(a) the minimum annual rules of pay for male officers 21 years of age and under shall be as follows:—

(c) the maximum of the limits of annual salary payable to any officer shall not be less than £318 in the case of a male officer or less than £256 in the case of a female officer;

(d)where a female officer is employed in any office in respect of which the limits of salary fixed are amounts specified in Table A, the limits of salary payable to the officer shall, subject to paragraph (b)of this sub-regulation, be Sixty-two pounds less than those fixed in respect of that office:

Provided that this sub-regulation shall not operate to reduce the salary already paid to any officer so long as she occupies the office in respect of which the salary was paid;

(e) the minimum annual rates of pay for officers appointed under section 36a of the Act and officers appointed to any position in the Third Division who are graduates of an Australian University shall be as follows:—

Conditions of advancement in certain positions.

105a. Notwithstanding anything contained in the last preceding regulation, or in regulation 105b, the advancement in salary of an officer occupying any office specified in the first column of the Second Schedule to these Regulations shall be subject to the conditions set forth in the second column of that Schedule opposite to the designation of that office.

Salaries of female officers.

105b. A female officer occupying any office specified in the Third Schedule to these Regulations shall be paid salary within the limits specified in that Schedule opposite to the designation of that office.

Allowances in addition to salary.

105c.—(1.)At the undermentioned stations the Chief Officer may appoint an officer for the purpose of regular exchange of duties with the Supervisor in charge of the evening staff for one day in three or one week in three, as may best meet local conditions. The officer so appointed shall, on the approval of the Chief Officer, be paid an allowance to increase his salary to the amount specified hereunder as applicable to the particular office at which he is stationed:—

At Wagga Wagga, New South Wales—an allowance to increase salary to £366 per annum.

At Rockhampton and Townsville, Queensland—an allowance to increase salary to £378 per annum.

(2.) At the undermentioned stations, if the officer next in seniority to the Postmaster or the Supervisor, as the case may be, is in receipt of salary of less than £330 per annum, the Chief Officer may grant an allowance to such officer at the rate of £12 per annum, upon satisfactory evidence of competency to attend to repeaters in the absence of the officer in charge:—

Mount Surpise, Queensland; Alice Springs, Maree and Powell’s Creek, South Australia; and Mullewa and Marble Bar, Western Australia.

(3.) A Telegraphist who has passed the prescribed examination for advancement to a position of Senior Telegraphist, and who has served for twelve months at the maximum salary of a Telegraphist, may, on the approval of the Chief Officer, be paid an allowance at the rate of £12 per annum until such time as he is promoted to a higher office.

(4.) The Chief Officer shall advise the Board from time to time of any allowance granted in pursuance of this regulation.

Variations of salary on account of variations in cost of living.

105d. Salaries payable in pursuance of this Part shall be subject to variation in accordance with regulation 106a of those Regulations.

“Part VI.—Officers of the Fourth Division.

Salaries of officers of Fourth Division.

106.—(1.)An officer of the Fourth Division occupying any office specified in the Fourth Schedule to these Regulations or any office in respect of which action has been taken by the Governor-General or the Board under sub-regulation (4.) of this regulation, shall be paid annual salary in accordance with the scale or amount shown in that Schedule opposite to the designation of that office or fixed by the Governor-General under sub-regulation (4.) of this regulation.

(2.) Except where otherwise indicated, the scales or amounts prescribed in the Fourth Schedule shall be applicable only to adult officers.

(3.) Where a female officer is employed in any of the offices referred to in this regulation, the salary payable to the officer shall be in accordance with a scale or amount which is Sixty-two pounds less than the scale or amount shown opposite that office in the Fourth Schedule or fixed by the Governor-General under sub-regulation (4.) of this regulation, except where that scale of amount is prescribed or fixed as payable to a female officer or to an officer whose age is less than 21 years.

(4.) The Governor-General may, from time to time, on the recommendation of the Board, fix the limits of salary for any office (not designated in the Fourth Schedule) which has been created in the Fourth Division, and may raise or lower the salary of any office in that Division, and the Board may alter the designation of any office in that Division.

Allowances in addition to salary.

106aa.—(1.)The Chief Officer may grant an allowance at the rate of £12 per annum, in addition to salary, to any Foreman Mechanic, Senior Mechanic or Mechanic who is employed at—

(i) a Carrier Repeating Station,

(ii) a Carrier Terminal Station,

(iii) a Trunk Line Testing Station,

(iv) a Telegraph Repeating Station,

(v) a Chief Telegraph Office on telegraph maintenance duties, or

(vi) a National Broadcasting Station,

if the officer has demonstrated his proficiency to send and receive Morse signals at the rate of twenty words per minute, and the Superintending Engineer has certified that the officer is required in the performance of his duties to send and receive messages by Morse signals.

 

(2.) The Chief Officer shall advise the Board from time to time of any allowance granted in pursuance of the last preceding sub-regulation.

(3.) An allowance at the rate of one shilling per diem, in addition to salary, may be paid, under such conditions as are, from time to time, determined by the Board, to any employee of the Printing Branch, Department of the Treasury, who acts as Leading Hand.

(4.) An allowance at the rate of £12 per annum may be paid to any Supervisor or Monitor in charge of a country telephone exchange under such conditions as are, from time to time, determined by the Board.

(5.) A Postman employed in the city sections at Chief Offices, Sydney, Melbourne, Brisbane, Adelaide and Perth may be paid an allowance to raise his salary to an amount not exceeding £272 per annum under such conditions as are, from time to time, determined by the Board.

(6.) Any returned soldier designated Mail Officer who has completed not less than five years’ continuous service (temporary and/or permanent) in the Mail Branch and has passed the notified test in Mail Branch duties, may be paid an allowance to raise his salary to £264 per annum as from a date approved by the Board.

(7.) An allowance in addition to salary, at such rate as is determined from time to time by the Board, but not exceeding £50 per annum, may be granted to any Typist whose services are regularly utilized in taking notes of evidence in Courts of Law or on duties which, in the opinion of the Board, are of like character.

(8.) An allowance in addition to salary at the rate of £12 per annum may be paid on the approval of the Board to any Senior Mechanic (Mail) or Mechanic (Mail) who passes an examination held by the Board in the subject of traffic procedure in operation in the Mail Branch, General Post Office, Sydney. Continuance of the allowance shall be dependent upon such conditions as the Board, from time to time, determines.

Variations of salary on account of variations in cost of living.

106ab. Salaries payable in pursuance of this Part shall be subject to variation in accordance with regulation 106a of these Regulations.

“Part VIa.—Variation of Salary—Officers of Second, Third, and Fourth Divisions.

Variations of salary on account of variations in cost of living.

106a.—(1.)For the purposes of this regulation the term ‘index number’ means the weighted average retail price index number for the six State capital cities of the Commonwealth, as shown in the ‘Court’ series of retail price index numbers published from time to time by, or at the direction of, the Commonwealth Court of Conciliation and Arbitration.

(2.) Where the index number for the six months ending on the thirty-first day of March or the thirtieth day of September in any year is less than 81.7, salaries payable in pursuance of regulations 104, 105, 105a, 105b and 106 of these Regulations shall, as from the commencement of the first fortnightly pay period beginning in the month of May or the month of November (as the case may be) next following, be reduced by the appropriate amount shown in the following table opposite the index number group within which the said index number falls:—

(3.) If the index number falls below 67.9 salaries shall be further reduced on the basis indicated in the last preceding sub-regulation, that is to say, for each fall of 2.3 points in the index number salaries shall be reduced by £6 per annum in the case of adult males, £4 per annum in the case of adult females and £3 per annum in the case of officers under 21 years of age.

(4.) Where the index number for the six months ending on the thirty-first day of March or the thirtieth day of September in any year exceeds 83.9, salaries payable in pursuance of regulations 104, 105, 105a, 105b and 106 of these Regulations shall, as from, the commencement of the first fortnightly pay period beginning in the month of May or the month of November (as the case may be) next following, be increased by the appropriate amount shown in the following table opposite the index number group within which the said index number falls:—

(5.) If the index number rises above 97.7, salaries shall be further increased on the basis indicated in the last preceding sub-regulation, that is to say, for every rise of 2.3 points in the index number salaries shall be increased by £6 per annum in the case of adult males, £4 per annum in the case of adult females and £3 per annum in the case of officers under 21 years of age.

 

(6.) The following amounts shall be added to salaries payable in pursuance of regulations 104, 105, 105a, 105b and 106 of these Regulations after variation, if any, has been made in accordance with the foregoing provisions of this regulation:—

(7.) The amounts referred to in sub-regulation (6.)of this regulation shall be deemed for all purposes to be part of salary.

(8.) The first adjustment of salaries under this regulation shall be made as from the commencement of the first fortnightly pay period beginning in January, 1938, and shall be based on the index number for the six months ended on the thirtieth day of September, 1937, which shall be deemed to be 70.6.

“Part VIb.—Salaries Payable to Adult Officers of the Fourth Division Occupying Junior Positions.

Salaries payable to adult Messengers, &c.

106b.—(1.) Adult officers occupying the undermentioned offices shall be designated ‘Assistant, Grade 1’ and paid salary as prescribed for officers of that designation:—

(2.) Any such officers shall, as soon as practicable, be transferred to offices of Assistant, Grade 1, or other offices of similar classification and salary.”.

“THE SECOND SCHEDULE.

Conditions of Advancement in Certain Offices in the Third Division.

Office Occupied.

Conditions of Advancement of Officer.

Analyst, Junior...

He shall, if an adult, be designated Analyst, Grade 1, and paid not less than £318 per annum provided—

(a) (i) he has satisfactorily completed a period of five years’ training, or such lesser period as the Board may in special cases determine; and

(ii) he has furnished evidence to the satisfaction of the Board that he has completed an approved course of study in subjects relating to the work of the position and in allied subjects at a Technical School or other institution approved by the Board; or

(b) he has completed a degree course appropriate to the work of the position at a recognized University and has furnished evidence to the satisfaction of the Board of efficiency and aptitude for that work

Architect, Cadet..

He shall, if an adult, be designated Architect, Grade 1, and paid not less than £318 per annum provided—

(a) (i) he has satisfactorily completed a period of five years’ training; and

(ii) he has furnished evidence to the satisfaction of the Board that he has completed an approved course of study in subjects relating to the work of the position and in allied subjects at a Technical School or other institution approved by the Board; or

(b) he has completed a degree course appropriate to the work of the position at a recognized University and has furnished evidence to the satisfaction of the Board of efficiency and aptitude for that work

Assistant Examiner (Patent Office), £120-£386

(1) He shall not be advanced beyond £318 per annum, or, if at the date of his transfer or promotion from within the Service he is in receipt of a salary exceeding £318 per annum, shall not be advanced beyond that salary, unless he has satisfactorily completed at least twelve months’ service as Assistant Examiner (Patent Office) and demonstrated his efficiency and aptitude for the work to the satisfaction of the Board, and—

(a)he has completed a degree course at a recognized University appropriate to the work of the position occupied by him; or

(b)he has passed an examination conducted by, or with the approval of, the Board in—

(i) the Patent Law of the Commonwealth, and

(ii) the Procedure of the Patent Office, in accordance with a syllabus approved by the Board and notified in the Gazette.

Upon compliance with the preceding provisions of this paragraph, the officer shall, if an adult, be paid not less than £318 per annum and may be advanced to £342 per annum by annual increments

Conditions of Advancement of Officer.

Assistant Examiner (Patent Office), £120-£366—continued.

(2) He shall not be advanced beyond £342 per annum, or, if at the date of his transfer or promotion from within the Service he is in receipt of a salary exceeding £342 per annum, shall not be advanced beyond that salary, unless—

(a)he has satisfactorily completed at least twelve months’ service as Assistant Examiner (Patent Office) and demonstrated his efficiency and aptitude for the work to the satisfaction of the Board; and

(b)he has passed an examination conducted by, or with the approval of, the Board in—

(i) the Patent Law of the Commonwealth, and

(ii) the Procedure of the Patent Office, in accordance with a syllabus approved by the Board and notified in the Gazette

Biochemist, Cadet.....

(1) He shall, if an adult, be paid not less than £318 per annum, provided—

(a) (i) he has satisfactorily completed a period of five years’ training as Cadet Biochemist in the Department of Health, or such lesser period as the Board may in special cases determine;

(ii) he has furnished evidence to the satisfaction of the Board that he has acquired a sound knowledge of inorganic, physical and organic chemistry, to the standard required for a pass in each of the subjects of Inorganic Chemistry, Grade 1 and Grade 2, Theory and Practice, and Organic Chemistry, Theory and Practice, when taken as part of a course of not less than three years in Chemistry for the Diploma in Chemistry at an approved Technical School; or that he possesses special qualifications which, in the opinion of the Board, are of like value; and

(iii) not earlier than twelve months after attaining the standard of knowledge specified in sub-paragraph (ii) of this condition or obtaining the special qualifications which, in the opinion of the Board, are of like value, he has passed an examination approved by the Board and notified from time to time in the Gazette; or

(b) he has completed at a recognized University a degree course appropriate to the work of the position and has furnished evidence to the satisfaction of the Board of efficiency and aptitude for that work; or

(c) in the case of an officer appointed as Biochemist, Cadet, prior to first July, 1936, he has complied with the conditions prescribed for payment of salary of not less than £318 per annum in operation at the time of his appointment.

Biochemist, Cadet—continued.

(2) He shall be designated Biochemist, Grade 1, upon compliance with sub-paragraph (a) or (b)or (c) of paragraph (1), subject, in the case of an officer who has complied with sub-paragraph (b) or (c), to his having passed an examination in such subjects and under such conditions as are approved by the Board and notified from time to time in the Gazette

Chemist, Grade 1, £318-£522, Postmaster-General's Department

(1) He shall be paid not less than £414 per annum, provided that—

(i) he has served for two years as Chemist, Grade 1; and

(ii) the Board is satisfied that the class of work upon which he is wholly or mainly engaged is of such quality and importance as to warrant that salary

(2) He shall not be advanced beyond £414 per annum except upon evidence to the satisfaction of the Board that he is capable of discharging any duties which come within the scope of his office

Clerk, £96—£342, Statistician’s Branch, Department of the Treasury

He shall not be advanced beyond £318 per annum unless —

(i) the Board is satisfied as to his efficiency in, and aptitude for, statistical work; and

(ii) he has qualified for a University diploma or degree and has satisfied the Board that he has completed a course of study in Economics and Statistics which justifies his advancement

On compliance with these conditions the officer, if an adult, shall be paid not less than £318 per annum

Draftsman, Cadet (other than Postmaster-General’s Department)

He shall, if an adult, be designated Draftsman, Grade 1, and paid not less than £318 per annum, provided —

(a)(i) he has satisfactorily completed a period of five years’ training; and

(ii) he has furnished evidence to the satisfaction of the Board that he has completed an approved course of study in subjects relating to the work of the position and in allied subjects at a Technical School or other institution, or in such other manner, as is approved from time to time by the Board; or

(b) he has completed a degree course appropriate to the work of the position at a recognized University and has furnished evidence to the satisfaction of the Board of efficiency and aptitude for that work

Draftsman, Grade 1, £318-£522, Department of Civil Aviation

He shall not be advanced beyond £414 per annum except upon evidence to the satisfaction of the Board that he is capable of discharging under the general supervision of the controlling officers any duties which come within the scope of his office in the section in which he is employed

Draftsman, Grade 1, £318-£522, Northern Territory Administration Branch, Department of the Interior

(1) He shall be paid not less than £414 per annum provided that—

(i) he has served for two years as Draftsman, Grade 1; and

(ii) the Board is satisfied that he is capable of performing and is required to perform wholly or mainly the more important survey drafting and computing duties, including the compilation and preparation of general survey, topographical and contour plans and maps

(2) He shall not be advanced beyond £414 per annum except upon evidence to the satisfaction of the Board that he is capable of performing the more important survey drafting and computing duties, including the compilation and preparation of general survey, topographical and contour plans and maps

Examiner of Patents.................

He shall not be advanced beyond £414 per annum or, if appointed as Examiner of Patents or Examiner of Trade Marks at a salary exceeding £414 per annum, shall not be advanced beyond that salary, except upon evidence to the satisfaction of the Board that the officer is capable of performing efficiently the whole of the duties of an Examiner in the section in which he is employed

Grader, Grade 1, £366— £486

He shall not be advanced beyond £414 per annum except upon the recommendation of the Chief Officer and upon production of evidence to the satisfaction of the Board that the officer is capable of discharging any duties which come within the scope of the section in which he is employed, and that he is actually required to take full responsibility for his work in the grading of produce

Legal Officer, Grade 1, £120-£522

(1) He shall not be advanced beyond £318 per annum unless—

(a)the Permanent Head is satisfied as to his efficiency and aptitude for legal work; and

(b)he has furnished evidence to the satisfaction of the Permanent Head that he has qualified for admission as a Barrister or Solicitor of the High Court or the Supreme Court of a State or that he is engaged upon an approved course of study with the object of so qualifying or of graduating in Law and is making satisfactory progress therein

(2) He shall not be advanced beyond £366 per annum unless—

(a)the Permanent Head is satisfied as to his efficiency and aptitude for legal work; and

(b) he has furnished evidence to the satisfaction of the Permanent Head that he has qualified for admission as a Barrister or Solicitor of the High Court or the Supreme Court of a State

(3) Where the officer has satisfied the conditions specified in paragraph (2) of these conditions, he shall be paid not less than £330 per annum and may thereupon, subject to paragraph (4) of these conditions, advance by annual increments to the maximum salary of the position

(4) Where the officer, after completing four years’ service on legal work in the Attorney-General’s Department, satisfies the conditions specified in paragraph (2) of these conditions, he shall be paid not less than £414 per annum and may thereafter advance by annual increments to the maximum salary of the position

(5) Where the officer is a graduate in Law or has passed all the examinations necessary to qualify him for admission as a Barrister or Solicitor of the High Court or the Supreme Court of a State, he may be deemed to have qualified for that admission if the Permanent Head considers that the officer’s efficiency is of such an exceptionally high standard as so to warrant

Librarian (Female), £238-£304

She shall not be advanced beyond £256 per annum except upon evidence to the satisfaction of the Board of proficiency in the duties of the office justifying such advancement

Meteorological Assistant, £96-£414

(1) He shall, if an adult, be paid not less than £264 per annum, provided that––

(i) he has served for twelve months as Meteorological Assistant;

(ii) the Board is satisfied as to his aptitude for meteorological work;

(iii) he has furnished evidence to the satisfaction of the Board that he has passed an examination in the subjects of Mathematics and Physics of the standard of second year in the course for a degree in Science or Engineering at a recognized University; and

(iv) he has passed an examination conducted by, or with the approval of, the Board for the purposes of this regulation in the theory section of the subject of Meteorology I.

(2) He shall not be advanced beyond £318 per annum unless—

(i) (a)he has served for twelve months as Meteorological Assistant and the Board is satisfied as to his aptitude for meteorological work;

(b) he has furnished evidence to the satisfaction of the Board that he has passed an examination in the subjects of Mathematics and Physics of the standard of second year in the course for a degree in Science or Engineering at a recognized University; and

(c)he has passed an examination conducted by, or with the approval of, the Board for the purposes of this regulation in Meteorology I. ((a)Theory, and (b) Practice); or

(ii) in the case of an officer who, immediately prior to the commencement of these Regulations, was designated Meteorological Assistant, he has complied with the conditions prescribed for advancement beyond £318 per annum in operation at the time when he became so designated

Upon compliance with these conditions the officer, if an adult, shall be paid not less than £318 per annum

(3) He shall not be advanced beyond £366 per annum unless, in addition to having satisfied the requirements of conditions (2) (i) (b) and (c)—

(i) he has been employed for three years in the office of Meteorological Assistant and has given evidence to the satisfaction of the Board of aptitude for meteorological work; and

(ii) he is a graduate of a recognized University in a faculty approved by the Board in relation to the office of Meteorological Assistant

Conditions of Advancement of Officer.

Meteorologist, Cadet....

(1) He shall, if an adult, be paid not less than £264 per annum, provided that —

(i) he has completed a period of three years’ training; and

(ii) he has furnished evidence to the satisfaction of the Chief Officer that his diligence, conduct and progress during his period of training have been satisfactory and warrant such payment

(2) He shall, if an adult, be designated Meteorologist, Grade 1, or Weather Officer, as the case may be, and paid not less than £318 per annum, provided that—

(i) he has satisfactorily completed a period of four years’ training as Cadet Meteorologist, or such lesser period as the Board in any special case determines; and

(ii) he has passed such examinations as are determined from time to time by the Board and notified in the Gazette

Quantity Surveyor, £318-£522

(1) He shall be paid not less than £414 per annum, provided that—

(i) he has served for two years as Quantity Surveyor; and

(ii) the Board is satisfied that he is capable of performing, and is required to perform, wholly or mainly, the duties of preparing bills of quantities, specifications and estimates, inspecting, measuring up and reporting on buildings, and preparing final statements on the completion of contracts

(2) He shall not be advanced beyond £414 per annum except upon evidence to the satisfaction of the Board that he is capable of performing the class of work specified in condition (1) (ii)

Quantity Surveyor, Cadet

He shall, if an adult, be designated Quantity Surveyor and paid not less than £318 per annum, provided that—

(a)he has satisfactorily completed a period of five years' training for that office; and

(b)he has furnished evidence to the satisfaction of the Board that he has completed an approved Quantity Surveying Diploma Course of a Technical College or an equivalent course approved by the Board

Radio Inspector, Assistant, £342-£450

(1) He shall not be advanced beyond £378 per annum unless—

(i) he has qualified for a first-class commercial operator’s certificate of proficiency issued under the Wireless Telegraphy Regulations; or

(ii) he has passed such examination in subjects related to radio telegraphy as is required by the Board

(2) He shall not be advanced beyond £414 per annum unless he has passed the prescribed examination to qualify for transfer or promotion to an office of Radio Inspector

Valuer, Assistant, £318-£522

He shall not be advanced beyond £414 per annum or, if at the date of his transfer or promotion from within the Service he is in receipt of salary exceeding £414 per annum, shall not be advanced beyond that salary, unless —

(i) he has served for two years as Assistant Valuer;

(ii) he has, if so required by the Board, furnished evidence that he has passed an examination for admission as an Associate of an Institute of Valuers recognized by the Board; and

(iii) the Board is satisfied that he is capable of performing efficiently the duties of Assistant Valuer

Upon compliance with these conditions and subject to good conduct and diligence the officer shall be paid not less than £414 per annum and may advance by annual increments to the maximum salary for the position

Veterinary Officer, Assistant, £450-£522

He shall be designated Veterinary Officer, Grade 1, and paid accordingly, provided—

(i) he has satisfactorily completed aperiod of two years’ service as Assistant Veterinary Officer; and

(ii) the Board is satisfied that he is capable of performing efficiently the whole of the duties of a Veterinary Officer, Grade 1

Weather Officer, £318-£522

He shall not be advanced beyond £414 per annum or if, at the date of his transfer or promotion from within the Service, he is in receipt of salary exceeding £414 per annum, he shall not be advanced beyond that salary unless—

(i) he has passed an examination conducted by, or with the approval of, the Board for the purposes of this regulation in—

(a) Meteorology II. (including Forecasting); and

(b) the subjects of Mathematics and Physics of the standard of the second year in a course for a degree in Science or Engineering at a recognized University; and

(ii) the Board is satisfied that he is capable of performing efficiently the whole of the duties of Weather Officer

Upon compliance with conditions (i) and (ii) and on completion of two years’ service as Weather Officer he shall, if an adult, and subject to good conduct and diligence, be paid not less than £414 per annum:

 Provided that any officer transferred or promoted as Weather Officer on or before 30th June, 1930, who at the time of his transfer or promotion had at least five years’ experience in the Meteorological Branch shall be exempted from the requirements of condition (i) (b) and of two years’ service as Weather Officer

Works Supervisor, £396-£468

He shall not be advanced beyond £450 per annum, except upon evidence to the satisfaction of the Board that the character and importance of the works supervised justify such advancement
