REGULATIONS UNDER THE “COMMONWEALTH PUBLIC SERVICE ACT 1902.”

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Commonwealth Public Service Act 1902 to come into operation forthwith.

Repeal OF Public Service Regulations 96, 100, 103, and 104, and Substitution of a new Regulation for Regulation 104.

Public Service Regulations Nos. 96, 100, 103, and 104, made under the provisions of the Commonwealth Public Service Act 1902, are hereby repealed, and a new Regulation in the following terms is substituted for Regulation 104:—

104. The General Division shall be arranged in grades as set forth in the following schedule. Except where otherwise provided the limits of salary to be paid an officer occupying any office designated in such schedule shall be those prescribed therein in respect to such office. The Governor-General may from time to time upon the recommendation of the Commissioner create any office in the General Division not designated in the following schedule and fix the grade in which the officer occupying such position shall be placed, and upon creation the schedule shall be deemed to have been amended by the inclusion of the office so created.

Officers who have completed 20 years’ service may, subject to good conduct and efficiency, be granted after five years’ service at the maximum of Grade IV. a long service increment at the rate of £6 per annum, and after an additional five years’ service a further long service increment at the rate of £6 per annum. The receipt of such long service increment shall not affect the relative seniority of officers as existing prior thereto

(e) To apply to such positions previously classified as Assistant and Senior Assistant as the Commissioner may determine.

(g) Officers in positions previously graded as Sorter, Grade II.

(h) To include such positions previously classified as Suburban Supervisor as the Commissioner may determine.

(i) Supersedes designations of District Supervisor and Outdoor Supervisor.

(k) Supersedes designation of Indoor Supervisor.

Except where otherwise provided advancement from grade to grade beyond Grade V. shall be dependent upon the occurrence of vacancies in the higher grades, or upon alteration of the classification of an office the duties of which have materially changed.

The grade of an officer under the provisions of this regulation shall be that corresponding to his designation, provided that any officer who is receiving at the date of this regulation a salary less than the minimum amount of such grade may be granted annual additions of salary of an amount to be determined by the Commissioner until the salary reaches such minimum, and provided further that where the same designation occurs in two or more grades the grade of the officer shall be that corresponding or most nearly corresponding in rate of pay to the grading of his office prior to the issue of this regulation.

Officers of the General Division who have served for three years, and have attained the age of twenty-one years, may be paid the minimum salary of One hundred and ten pounds per annum provided by Section 25 of the Act, but such payment shall not be taken into consideration for purposes of seniority or grade advancement,

Regulations 172 and 182 made under the provisions of the Commonwealth Public Service Act 1902 are repealed, and new Regulations in the following terms are made in lieu thereof:—

172. Every policy taken out as aforesaid by any person not already assured shall provide for the payment of an amount in accordance with the following scale, to the person assured on his attaining the age of 60 years, or to his personal representatives within three (3) months from the date of his death, if the person assured should die before reaching that age. Under special circumstances the Commissioner may permit an officer to effect an assurance payable at 65 years of age—

Provided, however, that such policy shall contract for the payment of an amount not less than the maximum annual salary prescribed by the Act or Regulations for the class or position to which any officer is appointed or promoted.

182. If the person assured is permitted to remain in the Public Service beyond the age at which any sum becomes payable under such policy, a sum of money equal to the maximum amount for which he is required to be assured under these Regulations shall be held by the Company in which such officer is assured until he retires or is removed from the Public Service or depart this life, and until this happens such Company shall pay the officer so assured interest half yearly at the rate of 3 per cent. per annum on the sum retained.
