STATUTORY RULES

1951. No. 13.

REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1950.*

THE PUBLIC SERVICE BOARD appointed under the Public Service Act 1922-1950, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments of the Commonwealth Public Service Regulations. 

Commencement.

1. Regulations 4, 5 and 6 of those Regulations shall be deemed to have come into operation on the twenty-ninth day of December, 1949.

Citation.

2. Regulation 1 of the Commonwealth Public Service Regulations is amended by omitting the word "Commonwealth".

Definitions.

3. Regulation 3 of the Commonwealth Public Service Regulations is amended by omitting the definition of "the Act" and inserting in its stead the following definition:—

" 'the Act' means the Public Service Act 1922-1950;".

Salaries of officers of Fourth Division.

4. Regulation 106 of the Commonwealth Public Service Regulations is amended by omitting sub-regulation (5.).

Conditions of advancement of certain officers In the Fourth Division.

5. Regulation 106AAA of the Commonwealth Public Service Regulations is amended by omitting from paragraph (a) the word "she" and inserting in its stead the words "the officer".

ALLOWANCES PAYABLE TO AND PROVISIONS RELATING TO THE ADVANCEMENT OF, CERTAIN OFFICERS OF THE FOURTH DIVISION.

Apprentice (all trades) ..........................................

1. He shall be afforded an opportunity of passing a test for advancement as Journeyman determined by the Board on or before the completion of six years service as Apprentice, or on reaching the age of 21 years, whichever is the earlier, and upon passing that test he shall be advanced as Journeyman in the trade in which he is employed and paid salary at the minimum rate prescribed for that office on and from the date of completion of that service or on reaching the age of 21 years, as the case may be.

2. An apprentice who has completed six years service or has attained the age of 21 years and who fails to pass the test referred to in the last preceding paragraph shall, subject to satisfactory reports as to conduct, diligence and efficiency, be paid at the rate of £302 per annum on the approval of the Board.

Assistant (Drafting), Grade 1 ................................

1. He shall not be advanced beyond £350 per annum, unless—

(a) he has satisfactorily completed a course of study determined by the Board; and

(b) he is capable of discharging the whole of the duties of his office.

1. He shall not be advanced beyond £326 per annum unless he has passed an examination to qualify for advancement beyond that salary determined by the Board.

5. He shall not be advanced beyond £440 per annum unless—

(a) he has served for ten years as Fireman in a Fire Brigade approved for this purpose by the Board; and

Accounting Machinist (Female), Grade 1

1. An officer under the age of 21 years who passes, to the satisfaction of the Board, a test conducted by or on behalf of the Board shall be granted an allowance at the rate of £36 per annum.

2. An officer (not being a State employee as defined in Section 81l of the Act who, at the date on which regulation 10aaa of those Regulations is deemed to have come into operation, is the permanent occupant of an office of Accounting Machinist (Female), Grade 1, or is an unattached officer and was, immediately prior to becoming an unattached officer, the occupant of an office having that designation) shall not be advanced in salary beyond the rate of £270 per annum unless she passes a test conducted by or on behalf of the Board.

3. An adult officer who passes the test referred to in the last preceding paragraph and who, at the date of passing the test, is in receipt of salary at the rate of £222 per annum shall be advanced to a salary at the rate of £258 per annum from that date and shall be granted, subject to the prescribed conditions—

(a) an increment of £24 per annum payable at the expiration of twelve months after the date from which she first received salary at the rate of £222 per annum; and

(b) an increment at the rate of £24 payable at the expiration of twelve months after the date on which she was granted the increment referred to in the last preceding sub-paragraph.

4. An adult officer who satisfies the Board as to her efficiency at writing and transcribing shorthand at the rate of 100 words per minute and who, at the date of so satisfying the Board, is in receipt of salary at the rate of £222 per annum shall be advanced to a salary at the rate of £246 per annum from that date and shall be granted, subject to the prescribed conditions—

(a) an increment at the rate of £24 per annum payable at the expiration of twelve months after the date from which she first received salary at the rate of £222 per annum; and

(b) three subsequent annual increments at the rate of £12 per annum.

5. An officer who satisfies the Board as to her efficiency at the matters specified in the last preceding paragraph and who, at the date of so satisfying the Board, is in receipt of salary at a rate exceeding £222 per annum, shall, subject to the next succeeding paragraph, be advanced from that date to a salary at a rate of £24 per annum more than the rate of salary payable to her immediately prior to that date and shall be granted, subject to the prescribed conditions, subsequent annual increments at the rate of £12 per annum, the first of which shall be payable at the expiration of twelve months after the date from which she received her last increment prior to the date on which she so satisfied the Board.

6. An officer who at the date of satisfying the Board as to her efficiency at the matters specified in paragraph 4 of these provisions has completed more than twelve months' service on a salary at the rate of £270 per annum and whose conduct, diligence and efficiency are satisfactory shall be advanced from that date to a salary at the rate of £306 per annum.

7. An adult officer who satisfies the Board as to her efficiency at writing and transcribing shorthand at the rate of 120 words per minute and at typing letters and documents with due regard for punctuation and form and who, at the date of so satisfying the Board, is in receipt of salary at the rate of £222 per annum shall be advanced, from that date, to a salary at the rate of £258 per annum and shall, subject to the prescribed conditions, be granted two annual increments at the rate of £24 per annum, the first of which shall be payable at the expiration of twelve months after the date on which she first received salary at the rate of £222 per annum.

8. Where an officer satisfies the Board as to the matters specified in the last preceding paragraph and is, at that date, in receipt of a salary at a rate exceeding £222 per annum—

(a) the officer shall, if she has not previously satisfied the Board as to her efficiency at the matters specified in paragraph 4 of these provisions—be advanced from that date to a salary at a rate of £36 per annum more than the rate of salary payable to her immediately prior to so satisfying the Board and if her salary, after being so advanced, is less than £306 per annum, she shall be advanced to a salary at the rate of £306 per annum at the expiration of twelve months after the date on which she so satisfied the Board; and

(b) the officer, if she has previously satisfied the Board as to her efficiency at the matters specified in paragraph 4 of these provisions, be advanced, from that date, to a salary at a rate of £12 per annum more than the rate of salary payable to her immediately prior to satisfying the Board as to her efficiency at the matters specified in the last preceding paragraph and if her salary, after being so advanced, is less than £306 per annum, she shall, subject to the prescribed conditions, be granted increments, the first of which shall be payable at the expiration of twelve months after the date from which she received her last increment prior to the date of so satisfying the Board, as follows:—

(i) if, after being advanced in salary under this paragraph her salary is at the rate of £258 per annum, she shall be granted two increments at the rate of £24 per annum; or

(ii) if, after being so advanced in salary, her salary is at the rate of £270 per annum, she shall be granted one increment at the rate of £24 per annum and one increment at the rate of £12 per annum; or

(iii) if, after being so advanced in salary, her salary is at the rate of £282 per annum, she shall be granted one increment at the rate of £24 per annum; or

(iv) if, after being so advanced in salary, her salary is at the rate of £294 per annum, she shall be granted one increment at the rate of £12 per annum.".
