UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1947.*
THE
PUBLIC SERVICE BOARD appointed under the Commonwealth
Public Service Act 1922-1947, in pursuance and exercise of the authority
conferred upon it by the said Act, and subject to the approval of the
Governor-General, hereby makes the following Regulations.

Amendments of the Commonwealth Public Service
Regulations.
Recreation
leave in remote districts.
1.Regulation 49 of the Commonwealth Public Service
Regulations is amended by inserting, after sub-regulation (1.), the following
sub-regulation:—
“(1a.)
Officers of the Canberra Fire Brigade may be granted by the Chief Officer leave
of absence for twenty-eight days, inclusive of Sundays, in any year, for
recreation purposes”.

Short
leave and leave for examinations.
2.Regulation 50 of the Commonwealth Public Service
Regulations is amended—
(a) by omitting from sub-regulation (3.)
the words ‘‘or any examination of a University” and inserting in their stead
the words “, any examination of a University”; and
(b) by inserting in that sub-regulation,
after the words “Public Service”, the words “or any examination, which it is
necessary that an officer should attend as part of a course of training under
the Commonwealth Reconstruction Training Scheme”.
Meal
allowances.
3.Regulation 68 of the Commonwealth Public Service
Regulations is amended by omitting sub-regulation (2.).
Sunday
duty.
4.Regulation 70 of the Commonwealth Public Service
Regulations is amended by inserting in sub-regulation (5.), after the word “lighthouses”,
the words “or officers of the Canberra Fire Brigade”.
Permanent
heads of Departments.
5. Regulation 71a of
the Commonwealth Public Service Regulations is repealed.
Certain
offices to constitute holders chief officers.
6.Regulation 72 of the Commonwealth Public Service
Regulations is amended by omitting the words “the Collector of Customs, and the
Assistant Commissioner, Office of the Public Service Board,” and inserting in
their stead the words “and a Collector of Customs”.
7.After regulation 77 of the Commonwealth Public Service
Regulations the following regulation is inserted:—
Allowance
where officer travels by air and accommodation, &c., is provided.
77a.
When an officer travels by air and the fare paid for the journey, or any
portion of the journey, includes meals and accommodation during an overnight
stop, the rate of travelling allowance payable in respect of that journey, or
portion of a journey, as the case may be, shall be one-quarter of the rate
prescribed by regulation 75a of
these Regulations”.

8.Regulation 81 of the Commonwealth Public Service
Regulations is amended by omitting the word “Two” from the proviso to that
regulation and inserting in its stead the word “Ten”.

9. Regulation 82a.
of the Commonwealth Public Service Regulations is repealed.
Railway
travelling.
10.Regulation 83 of the Commonwealth Public Service
Regulations is amended by adding, at the end of sub-regulation (1.), the
following proviso:—
“Provided that, where the Chief
Officer considers it desirable that an officer should reach his destination
more quickly than if he travelled by railway, the Chief Officer may authorize
the officer to travel by air.”.
Higher
duties allowance.
11.Regulation 87 of the Commonwealth Public Service
Regulations is amended by omitting from sub-regulation (3.) the word “forty-eight”
(wherever occurring) and inserting in its stead the word “twenty-six”.
Allowance
to telegraph messengers for performance of certain duties.
12. Regulation 87a of
the Commonwealth Public Service Regulations is repealed.
Car
or cycle, &c., allowances.
13.Regulation 90 of the Commonwealth Public Service
Regulations is amended by omitting from sub-regulation (1.) all the words and
figures from and including the words “at the following rates” to the end of the
sub-regulation and inserting in their stead the words—

14 Regulation 95 of the Commonwealth
Public Service Regulations is amended by omitting from sub-regulation (2.) the
word “twenty” and inserting in its stead the word “forty “.
Allowances
where officers unable to obtain quarters.
15 Regulation 97 of the Commonwealth
Public Service Regulations is amended by inserting in sub-regulation (1.),
after the word “family” (second occurring) the words “unless the Board, having
regard to the special circumstances of the case, otherwise approves”.
Allowances
to officers transferred to Canberra.
16 Regulation 97b of the Commonwealth Public Service
Regulations is amended—
(a) by omitting sub-regulations (1.) and
(2.); and
(b) by omitting from sub-regulation (3.)
the words “under sub-regulation (1.) of this regulation or”.
Allowances
to postal officers in charge.
17. Regulation 97c
of the Commonwealth Public Service Regulations is amended—
(a) by
omitting the words “Postmen in charge of Postmen” and inserting in their stead
the words “Postal officers in charge of postal officers engaged on mail
delivery duties ” ;
(b) by omitting the word “Postman-in-charge”
(wherever occurring) and inserting in its stead the words “postal officer in
charge”; and
(c) by omitting the words “Postman’s
depot” and inserting in their stead the words “postal delivery depot”.
Dates
of promotions.
18. Regulation 109a of
the Commonwealth Public Service Regulations is amended by omitting the word “fourteen”
and inserting in its stead the word “twenty-one”.
Promotions
on basis of senior efficient officer available.
19. Regulation 109g of
the Commonwealth Public Service Regulations is amended by omitting the words “Postal
Assistant, Grade 1” and inserting in their stead the words “Postal Officer”.
Seniority.
20.Regulation 110 of the Commonwealth Public Service
Regulations is amended by omitting from sub-regulation (5.) the words “whose
entry into either of those divisions is subsequent to thirtieth day of June,
1924,” and inserting in their stead the words “to whom the last preceding
sub-regulation does not apply”.
Conditions
of transfer from Fourth to Third Division.
21 Regulation 112 of the Commonwealth
Public Service Regulations is amended by omitting from sub-regulation (3.) all
the words from and including the words “The salary of any officer already
transferred” to the end of the sub-regulation.
Test
of qualifications for certain officers.
22. Regulation 112a of
the Commonwealth Public Service Regulations is amended by inserting in
sub-regulation (1.), after the words “Engineer, Cadet.”, the words “Excise
Officer”.
Examination
of telegraph messengers.
23. Regulation 112b
of the Commonwealth Public Service Regulations is repealed.
Age
limitation for lockers’ positions.
24. Regulation 112c
of the Commonwealth Public Service Regulations is amended by omitting the words
“Excise Locker” and inserting in their stead the words “Excise Officer”.
Statements
of temporary employment.
25.Regulation 133 of the Commonwealth Public Service
Regulations is amended by adding at the end thereof the following
sub-regulation:—
“(2.) When the services of a
temporary employee are terminated on account of misconduct, the Chief Officer
shall forward to the Inspector a full report of the circumstances.”.
Recreation
leave for temporary employees.
26.Regulation 137 of the Commonwealth Public Service
Regulations is amended—
(a) by adding at the end of the first
proviso to sub-regulation (1.) the words “and, in the case of temporary Firemen
employed in the Canberra Fire Brigade, the period of leave may be increased to
twenty-eight days (inclusive of Sundays)”; and
(b) by omitting from the second proviso
to that sub-regulation the words “in the twelve months preceding the date on
which his recreation leave accrues” and inserting in their stead the words “since
his last recreation leave, or, if the employee has not previously had
recreation leave, since the date of the commencement of his employment,”.
Register
of persons qualified for appointment.
27.Regulation 175 of the Commonwealth Public Service
Regulations is amended by omitting the words “Telegraph Messenger” (wherever
occurring) and inserting in their stead the words “Junior Postal Officer”.
Appointments
according to order of merit.
28.Regulation 176 of the Commonwealth Public Service
Regulations is amended—
(a) by omitting the words “Subject to
sub-section (1.) of section 84 of the Act” and inserting in their stead the
words “Subject to section 27 of the Re-establishment
and Employment Act 1945”; and
(b) by omitting the words “Telegraph
Messenger” and inserting in their stead the words “Junior Postal Officer”.
Removal
of names from Register.
29.Regulation 177 of the Commonwealth Public Service
Regulations is amended—
(a) by omitting the first proviso to
sub-regulation (2.); and
(b) by omitting the word “further” from
the second proviso to that sub-regulation.
