REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1947.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922-1947, in pursuance and exorcise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments of the Commonwealth Public Service

Regulations. 

Test of qualifications for certain officers.

1. Regulation 112a of the Commonwealth Public Service Regulations is amended by adding at the end thereof the following sub-regulations :—

" (8) An officer shall not be transferred, or promoted to the office of Research Officer, Grade 1 (£414-£522), unless ho has completed a degree course at a University approved by the Board in subjects considered suitable by the Board and, in the opinion of the Permanent Head or the Board, as the case may be, has the ability to undertake independent research work or research work which, in the opinion of the Board, is of similar responsibility.

"(9) An officer shall not be transferred or promoted to the office of Research Officer, Grade 2 (£522-£594), unless he has the qualifications specified in the last preceding sub-regulation and, in addition, has, in the opinion of the Board, the ability to establish lines of research within a defined field of responsibility and the capacity to supervise and direct the work of one or more Research Officers, Grade 1.

“ (10) An officer shall not be transferred or promoted to the office of Senior Research Officer (£558-£672), unless he has completed a degree course at a University approved by the Board in subjects considered suitable by the Board and has furnished evidence to the satisfaction of the Board that he is capable of supervising and directing the work of a group of research officers or carrying out research or investigation work of an important policy character which, in the opinion of the Board, is appropriate to the status of Senior Research Officer.".

The Second Schedule.

2. The Second Schedule to the Commonwealth Public Service Regulations is amended by inserting, after the designation of the office of " Radio Inspector, Assistant " and the conditions of advancement relating thereto, the following designation of office and conditions of advancement :—

“ Research Officer, Assistant, £300-£414

(1) He shall be paid not loss than £366 per annum, if he has completed a degree course at a University approved by the Board in subjects considered suitable by the Board and if the Board is satisfied, upon a report by the Permanent Head, that he has demonstrated that he has special aptitude and ability for research work.

(2) He shall not be advanced beyond £366 per annum unless he has completed a degree course at a University approved by the Board in subjects considered suitable by the Board and the Board is satisfied, upon a report by the Permanent Head, with his aptitude and ability for research work.".
