REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1924.

THE BOARD OF COMMISSIONERS appointed under the Commonwealth Public Service Act 1922-1924, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Amendments of the Regulations, such amendments to come into operation forthwith, except paragraph (y) of Regulation 105a, which is to come into operation as from the 2nd July, 1927.

Amendments of Commonwealth Public Service Regulations.

(Statutory Rules 1926, No. 212, as amended to this date.)

1. Regulation 71 is amended-—

(a) by inserting in sub-regulation (1), after the word “Territories” the words “(excluding Federal Capital Commission staff)”.

(b) by omitting from sub-regulation (1) the words “and Migration”.

2. Regulation 72a is amended by omitting the words “and Migration”.

3. Regulation 79 is amended—

(a) by omitting from sub-regulation (1) the figure “(4)”, and inserting in its stead the figure “(3)”.

(b) by omitting from sub-regulation (2) the figure “(4)”, and inserting in its stead the figure “(3)”.

(c) by omitting from sub-regulation (2) the following clause:—

“(d) that this regulation shall not apply to cases of officers temporarily required to perform duty in a capital city.”

(d) by adding at the end thereof the following sub-regulation:—

“(3) This regulation shall not apply to cases of officers temporarily required to perform duty in a capital city.”

4. Regulation 79a is amended by omitting from sub-regulation (3) the figure “(4)”, and inserting in its stead the figure “(3)”.

5. Regulation 104 is amended—

(a) by omitting from the table in sub-regulation (1) the office “ Official Secretary to the Governor-General ”, and the figures “700”, “800”, “708”, and “804” shown opposite such office.

(b) by inserting in the table in sub-regulation (1), after the office “Loans Officer ”, opposite the Department “ Treasury ”, the following particulars:—

6. Regulation 105a is amended by inserting after paragraph (v) the following additional paragraphs:—

(w) An officer occupying in the Taxation Branch, Department of the Treasury, an office of Valuer, classified with limits of salary £408-£576 (£420-£582 from 1st July, 1926), shall be paid not less than £504 per annum (£510 per annum from 1st July, 1926) provided evidence is furnished to the satisfaction of the Board that the officer is permanently employed on the full duties of a Valuer; under the general direction or control only of the Chief Valuer or Senior Valuer. Until so employed, he shall not be advanced beyond £480 per annum (£492 per annum from 1st July, 1926).

 

(x) An officer occupying in the Taxation Branch, Department of the Treasury, an office of Assessor, Grade 1 (Income Tax), classified with limits of salary £252-£324 (£258-£330 from 1st July, 1926), shall not be advanced in salary beyond £300 per annum (£306 per annum from 1st July, 1926) except upon furnishing evidence of having passed—

(i) The Intermediate examination, or

(ii) The Final examination

of an Institute of Accountants recognized by the Board.

On compliance with condition (i) the officer may advance by annual increments to a maximum of £312 per annum (£318 per annum from 1st July, 1926). On compliance with condition (ii) the officer may advance by annual increments to a maximum of £324 per annum (£330 per annum from 1st July, 1926).

(y) An officer occupying, in the Postmaster-General’s Department, an office of Postal Clerk, shall not be advanced in salary beyond £258 per annum (£208 per annum in the case of a female officer) except upon passing such tests in telegraphy and postal work as are notified by the Board from time to time.

7. Regulation 105b is amended—

(a) by inserting in the table, after the office “Examiner, Grade 2 ”, the following particulars:—

9. Regulation 109 is amended by inserting in sub-regulation (1), after the word “made”, appearing in the fifth line, the words “(or, if the promotion is to be made in the Federal Capital Territory, to the Inspector at Canberra)”.

10. Regulation 113 is amended by adding at the end of sub-regulation (3) the following proviso:—

“; provided that for the purposes of this sub-regulation no increment shall be deemed to have accrued prior to 1st January, 1925.”.

11. Regulation 141 is amended—

(a) by omitting from paragraph (b) of sub-regulation (1) the words “(in this Part referred to as ‘polling day’)”.

(b) by omitting sub-regulation (2), and inserting in its stead the following sub-regulation:—

“(2) The hour for the close of the poll shall be twelve o’clock noon on the day fixed for the close of the poll.”

12. Regulation 141c is amended by omitting from sub-regulation (3) the following words:—

13. Regulation 141e is amended by omitting from sub-regulation ((2) the words “for the State”.

14. Regulation 141f is amended by omitting from the Directions to Voter in the form of ballot-paper the following words and figures:—

“envelope addressed to the Returning Officer, fasten the envelope, sign his name on the outside of the envelope in the space provided for the purpose, and send the envelope by post or otherwise to the Returning Officer so as to reach him not later than 12 o’clock noon on the .................. day of 19 ”

and inserting in their stead the following words and figures:—

  • “ballot-paper envelope, fasten the envelope and sign his name on the outside of the envelope in the space provided for the purpose. The voter shall then place the ballot-paper envelope containing the ballot-paper in the envelope addressed to the Returning Officer and send the ballot-paper, so enclosed, to the Returning Officer, by post or otherwise so as to reach him not later than 12 o’clock noon on the

      day of  19..................................................... .”

15. Regulation 141g is amended by omitting from paragraph (c) of sub-regulation (2) the words and figures “Commonwealth Electoral Act 1918-1925” and inserting in their stead the words “Commonwealth Electoral Act for the time being in force”.

16. Regulation 141h is amended by omitting the words and figures “Commonwealth Electoral Act 1918-1925” and inserting in their stead the words “Commonwealth Electoral Act for the time being in force”.

17. Regulation 141l is repealed and the following regulation inserted in its stead:—

Election to fill vacancy.

141l. If a vacancy in the office of Divisional Representative occurs in any State before the expiration of the period for which the representative was elected, the Board may direct that an election be held to fill the vacancy for the unexpired portion of the term for which the person whose place has become vacant was elected.”

18. Regulation 141x is amended by inserting after the words “The ballot-papers and” the words “ballot-paper.”.
