REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922–1924.

THE BOARD OF COMMISSIONERS appointed under the Commonwealth Public Service Act 1922–1924, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following amendments of the Regulations, such amendments to come into operation forthwith.

Amendments of Commonwealth Public Service Regulations.

(Statutory Rules 1926, No. 212, as amended to this date.)

1. Regulation 2 is amended by inserting after the words “Part XI—Examinations” the words “and appointments”.

2. Regulation 16 is amended by omitting from sub-regulation (1) the words “or shall leave his district”.

3. After regulation 16, the following regulation is inserted:—

Absence from locality of employment.

16a. Where, in the opinion of the Chief Officer, the circumstances of an officer’s position are such that he should be readily available if required for emergent duty outside his usual working hours, the Chief Officer may direct that any such officer shall notify his controlling officer in the event of any temporary absence from the locality in which he is stationed, and, where deemed necessary in the public interest, the Chief Officer may direct that the authority of the Chief Officer or of a responsible senior officer be obtained prior to the officer so absenting himself.”

4. Regulation 105b is amended by inserting at the end of the table the following particulars:—

6. The heading immediately preceding regulation 153 is amended by inserting after the word “Examinations” the words “and appointments”.

7. Regulation 175 is amended—

(a) by omitting from sub-regulation (1) the words “to be entered in their order of merit in a register to be called the Register of Persons Qualified for Appointment”, and inserting in their stead the words “or who have been selected for appointment under section 39 of the Act as Telegraph Messenger in the capital cities and their suburbs, to be entered in a register to be called the Register of Persons Qualified for Appointment”;

(b) by omittting sub-regulations (2) and (3) and inserting in their stead the following sub-regulations:—

“(2) In the case of successful candidates at examinations the names shall be entered in the register in the candidates order of merit as shown by the total of marks obtained by them, and, if two or more candidates secure the same total of marks, their order of merit shall be determined in such manner as the board specifies in the notification of the examination.

 

(3) In the case of persons selected for appointment as Telegraph Messenger without examination, the names shall be entered in the register in the order in which they are to be appointed and such order of appointment shall be determined by lot.”

8. Regulation 176 is amended—

(a) by inserting, after the word “Service” the words “or of persons selected for appointment under section 39 of the Act as Telegraph Messenger in capital cities and their suburbs”;

(b) by omitting from the proviso the words “a successful candidate “, and inserting in their stead the words “any person whose name is so registered”.

9. Regulation 177 is amended by omitting from sub-regulation (2) the words “qualified candidates”, and inserting in their stead the words “persons entered in the Register of Persons Qualified for Appointment.”

10. Regulation 178 is amended by omitting from sub-regulation (1) the words “A successful candidate”, and inserting in their stead the words “A person qualified for appointment”.
