REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1928.

THE BOARD OF COMMISSIONERS appointed under the Commonwealth Public Service Act 1922-1928, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following amendments of the Regulations, such amendments to come into operation forthwith.

1. Regulation 95b is amended by inserting after the words “in port” the words “or while the vessel is at anchor at a lightstation”.

3.Regulation. 105a is amended by inserting after paragraph (ab) the following additional paragraphs:—

(ac) An officer occupying in the Postmaster-General’s Department an office of Engineer with limits of salary £114-£480 (£120-£492 from 1st July, 1926) shall, upon completion of a period of three years’ training, if an adult, be paid not less than £240 (£246 from 1st July, 1926) per annum provided evidence to the satisfaction of the Chief Officer is furnished that the diligence, conduct and progress of the officer during the period of training have been satisfactory and warrant such payment.

(ad) An officer, occupying in the Postmaster-General’s Department an office of Engineer with limits of salary £114-£480 (£120-£492 from 1st July, 1926) and receiving salary not exceeding £276 (£306 from 1st July, 1926) shall not be advanced beyond that amount unless—

(i) he has completed/a period of four years’ training as an Engineer, and

(ii) he has passed such examination for advancement as Engineer as is determined by the Board.

On compliance with conditions (i) and (ii) and subject to evidence to the satisfaction of the Board as to good conduct; diligence and efficiency during training and aptitude for the duties of Engineer, the officer shall be paid not less than £360 (£366 from 1st July, 1926) per annum and may advance by annual increments to £480 (£492 from 1st July, 1926) per annum. Until the officer complies with conditions, (i) and (ii) he shall be designated “Cadet”

 

(as) An officer occupying in the Postmaster-General Department an office of Draftsman with limits of salary £114-£456 (£120-£474 from 1st July, 1926), and receiving salary not exceeding £276 (£306 from 1st July, 1926) per annum, shall not be advanced beyond that amount unless—

(i) he has completed a period of three years’ training, and

(ii) he has furnished evidence to the satisfaction of the Board that he has completed an approved course of study in subjects relating to the work of the position which he is occupying and in allied subjects at a Technical School or other institution approved by the Board.

On compliance with conditions (i) and (ii) and subject to evidence to the satisfaction of the Board as to good conduct, diligence and efficiency during training and aptitude for the duties of Draftsman, the officer shall, if an adult, be paid not less than £288 (£294 from 1st July, 1926) per annum, and may advance by annual increments to £378 (£384 from 1st July, 1926) per annum. Until the officer complies with conditions (i) and (ii) he shall be designated “Cadet”.

(af) An officer occupying in the Postmaster-General’s Department an office of Draftsman with limits of salary £114-£456 (£120-£474 from 1st July, 1926), shall not be advanced to a salary beyond £378 (£384 from 1st July, 1926), except upon evidence to the satisfaction of the Board that the character and importance of the work so warrant, and that he is capable of discharging under the general supervision of the controlling officer any duties which come within' the scope of the section in which he is employed.

5. Regulation 112 is amended by omitting paragraph (b) of sub-regulation (2), and inserting in its stead the following paragraph:—

“(b) An officer shall not be eligible for transfer from the Fourth to the Third Division until he attains such age, not less than sixteen years, as the Board determines and notifies in the Gazette.”

6. Regulation 112a is amended by inserting in sub-regulation (1) after the office “Telegraphist, Senior” and before the office “Traffic Inspector (Telephones)”, the designation “Telephonist”.

7. Regulation 112a is amended by inserting after sub-regulation (1) the following new sub-regulation:—

“1a. Except where otherwise determined by the Board, an officer shall not be transferred or promoted to an office of Clerk unless he has passed an examination held for appointment to such an office.”

8. Regulation 112c is repealed.

9. Regulation. 154 is amended by omitting the marginal note and the words “Examinations Third Division” and inserting in their stead the following marginal note and words:—

“Qualifying examinations for Third Division.

Examinations may be held to enable officers to qualify for transfer or promotion to or within the Third Division.”
