REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1932.

THE BOARD OF COMMISSIONERS appointed under the Commonwealth Public Service Act 1922-1932, in pursuance and exercise of the authority conferred upon it by the said Act; and subject to the approval of the Governor-General, hereby makes the following Regulations.

Regulations 104, 105, 105a, 105b, 105c, 105d, 106, 106a, 106b, and 106c are repealed and the following regulations inserted in their stead:—

104.—(1.) An officer of the Second Division occupying an office specified in the following table shall be paid salary in accordance with the scale shown opposite the office occupied by him:—

(2.) Subject to the provisions of section 31 of the Act, an officer occupying an office specified in the preceding table may be paid increments within the limits of salary fixed in respect of his office, as follows:—

(a) In the case of an officer receiving salary less than £900, of an amount of £24; and

(b) In the case of an officer receiving salary of £900 or over, of an amount of £50.

(3.) Salaries payable in pursuance of this Part shall be subject to variation in accordance with regulation 106a of these Regulations.

Part V.—Officers of the Third Division.

Salaries of officers of the Third Division.

105.—(1.) The limits of salary payable to an officer in any office in the Third Division shall be such amounts specified in Table A or Table B of this regulation as are fixed by the Governor-General on the recommendation of the Board in respect to that office.

 

(2.) Subject to the provisions of section 31 of the Act and of regulations 105a and 105b of these Regulations, increments may be paid to an officer within the limits of salary fixed in respect to his or her office of such amount as will in the case of male officers raise the salary to the next higher amount shown in Table A and in the case of female officers to the next higher amount shown in Table B.

(3.) Notwithstanding anything contained in this regulation—

(a) the minimum rates of pay to male officers 21 years of age and under shall be as follows:—

(c) the maximum of the limits of salary payable to any officer shall not be less than £306 in the case of a male officer or less than £256 in the case of a female officer;

(d) where a female officer is employed in any office for which the limits of salary fixed are amounts specified in Table A, the limits of salary payable to the officer shall, subject to paragraph (b) of this sub-regulation, be Fifty pounds less than those fixed in respect to that office:

Provided that this sub-regulation shall not operate to reduce the salary already paid to any officer so long as she occupies the office in respect to which the salary was paid.

Conditions of advancementin certain positions.

105a. Notwithstanding anything contained in the last preceding regulation, or in regulation 105b, the advancement in salary of officers occupying the offices set out hereunder shall be subject to the conditions shown:—

Office Occupied.

Conditions of Advancement of Officer.

Analyst, Junior.....................

Shall not be advanced beyond £306 per annum unless—

(i) he has satisfactorily completed a period of three years’ training; and

(ii) he has successfully completed a three years’ course, in the theory and practices of chemistry at a Technical School or other institution approved by the Board

On compliance with these conditions, the officer, if an adult, shall be designated Analyst and paid not less than £306 per annum and may advance by annual incrementsto £384 per annum

Analyst...............................

Shall not be advanced beyond £384 per annum except upon evidence to the satisfaction of the Board that he is capable of performing, under the general supervision of the officer-in-charge, any analytical work in a Customs Laboratory

Architect, £120-£474............

(1) Shall not be advanced beyond £306 per annum unless—

(i) he has satisfactorily completed a period of three years’ training; and

(ii) he has furnished evidence to the satisfaction of the Board that he has completed an approved course of study in subjects relating to the work of the position which he is occupying and in allied subjects at a Technical School or other institution approved by the Board

On compliance with these conditions, the officer, if an adult, shall be paid not less than £306 per annum and may advance by annual increments to £384 per annum

Until the officer complies with conditions (i) and (ii) he shall be designated “Cadet

(2) Shall not be advanced beyond £384 per annum except upon evidence to the satisfaction of the Board that the character and importance of the work so warrant, and that the officer is capable of discharging, under the general supervision of the controlling officer, any duties which come within the scope of the relative section in which he is employed

Assessor, Grade (Income Tax), £258-£330

Shall not be advanced beyond £306 per annum unless—

(i) he has passed the Intermediate examination of an Institute of Accountants recognized by the Board or has passed in at least three subjects of a University Course in Commerce or Economics, including Accountancy I. and Commercial Law; or

(ii) he has passed the final examination of an Institute of Accountants recognized by the Board or has successfully completed a University Course in Commerce or Economics, including Accountancy I, and II. (or the full Accountancy Course where the subject is not divided into parts.

On compliance with condition (i), the officer may advance by annual increments to a maximum of £318 per annum

On compliance with condition (ii), the officer may advance by annual increments to a maximum of £330 per annum

 

Office Occupied

Conditions of Advancement ofOfficer.

Clerk, £96-£330, Statistician’s Branch, Department of the Treasury

Shall not be advanced beyond £306 per annum unless―

(i) the Board is satisfied as to his efficiency in, and aptitude for, statistical work; and

(ii) he has furnished evidence that he has qualified for the Diploma in or the Degree of Commerce or Economics at a University

On compliance with these conditions the officer, if an adult, shall be paid not less than £306 per annum

Clerk (Audit)........................

Shall, if an adult, be paid not less than £300 per annum provided evidence is furnished that the officer has passed the final examination of an Institute of Accountants recognized by the Board, and the Board is satisfied as to his efficiency and aptitude for audit duties

Clerk (Legal) £96-£354..........

Shall not be advanced beyond £306 per annum unless—

(1) the Board is satisfied as to his efficiency and aptitude for legal work; and

(2) he has furnished evidence to the satisfaction of the Board that―

(i) he is engaged upon an approved course of study with the object of qualifying for admission as a Barrister or Solicitor and is making satisfactory progress therein; or

(ii) he has qualified for admission as a Barrister or Solicitor of the High Court or the Supreme Court of a State

On compliance with conditions (l) and (2) (i) the officer may advance by annual increments to a maximum of £318 per annum. On compliance with conditions (1) and (2) (ii) the officer shall be paid not less than £318 per annum, and may advance to a maximum of £354 per annum. Where the officer has graduated in law, or has passed all the necessary examinations to qualify him for admission as a Barrister or Solicitor, he may be regarded as having complied with condition (ii) if, in the opinion of the Board, his experience and efficiency so warrant

Clerk (Legal), £306-£492

(i) Shall not be advanced beyond £402 per annum or receive further incremental advancement except upon evidence to the satisfaction of the Board that be is rendering efficient service and is engaged in an approved course of study with the object of qualifying for admission as a Barrister or Solicitor and is making satisfactory progress therein, or has successfully completed such a course. Where the officer has already graduated in law, or has passed all the necessary examinations to qualify him for admission as a Barrister or Solicitor, the Board may fix the minimum salary to be paid to that officer in the office and the date for purposes of future advancement from which it shall be deemed to have been paid

(2) Shall not be advanced beyond £456 per annum unless he has qualified for admission as a Barrister or Solicitor of the High Court or of the Supreme Court of a State. In the case of an officer who has graduated in law, or has passed all the necessary examinations to qualify him for admission as a Barrister or Solicitor, that officer may be advanced in salary beyond £456 per annum if, in the opinion of the Board, the character and importance of his work so warrant

Shall not be advanced beyond £402 per annum except upon evidence to the satisfaction of the Board that he is capable of discharging any duties which come within the scope of the section in which he is employed. Upon approval of advancement beyond £402 per annum the officer shall be designated “Grader”

Librarian (Female), £232-£304, Statistician’s Branch, Department of the Treasury

Shall not be advanced beyond £256 per annum, except upon evidence to the satisfaction of the Board of proficiency in the duties of the office justifying such advancement

Meteorological Assistant, Grade 1

Shall not be advanced beyond £306 per annum unless—

(1) he has been employed for three years on meteorological duties, and/or has given evidence to the satisfaction of the Board of aptitude for meteorological work; and

(2) he has furnished evidence to the satisfaction of the Board that—

(i) he is engaged upon a course of study in Mathematics and/or Physics of the standard of a University degree course and is making satisfactory progress therein; or

  • (ii) he has completed a course of study equivalent to the standard of a third year University course in Mathematics and/or

      Physics; or

(iii) after at least three years adult service in the Meteorological Branch, and after reaching twenty-five years of age, he has passed such examination in subjects, related to meteorology, as is prescribed by the Board

On compliance with conditions (1) and (2) (i) the officer may advance by annual increments to a maximum of £318 per annum. On compliance with conditions (1) and (2) (ii) the officer shall, if an adult, be paid not less than £306 per annum and may advance to a maximum of £354 per annum. On compliance with conditions (l) and (2) (iii) the officer may advance to a maximum of £354 per annum

 

Office Occupied.

Conditions of Advancement of Officer.

Meteorologist (Research)

(1) Shall not be advanced beyond £402 per annum or receive further incremental advancement, except upon evidence to the satisfaction of the Board that—

(i) he possesses the necessary aptitude and capacity for conducting research work and is rendering efficient service; and

(ii) he is a graduate of a recognized University with major work in Mathematics and Physics, or is engaged in a degree course with the object of so graduating

(2) Shall not be advanced beyond £456 per annum except upon evidence to the satisfaction of the Board that he is a graduate of a recognized University with major work in Mathematics and Physics

Postal Clerk..........................

Shall not be advanced beyond £258 per annum (£208 per annum in the case of a female officer) except upon passing such tests in telegraphy and postal work as are notified by the Board from time to time

Quantity Surveyor, £120-£474

Same conditions as those applying in the position of Architect, £120-£474

Technical Assistant, Grade 1

Shall not be advanced beyond £306 per annum unless—

(1) the Board is satisfied as to his efficiency and aptitude for the work of the section in which he is employed; and

(2) he has furnished evidence to the satisfaction of the Board that—

(i) he is engaged upon an approved course of study in subjects relating to the work of his section and is making satisfactory progress therein; or

(ii) he has obtained the diploma of an approved Technical College in Chemistry or possesses qualifications which, in the opinion of the Board, are at least equal to the diploma standard

On compliance with conditions (1) and (2) (i) the officer may advance by annual increments to a maximum of £318 per annum. On compliance with conditions (1) and (2) (ii) the officer shall, if an adult, he paid not less than £300 per annum and may advance by annual increments to £354 per annum. Advancement beyond £354 per annum shall be dependent upon the officer having passed an examination in subjects, including Bacteriology and Immunology, approved by the Board

Telegraphist...........................

Shall not be advanced beyond £306 per annum (£256 per annum in the case of a female officer) except upon evidence to the satisfaction of the Board of efficiency in the performance of telegraphic duties justifying such advancement

Valuer, £420-£582.................

Shall be paid not less than £510 per annum provided evidence is furnished to the satisfaction of the Board that the officer is permanently employed on the full duties of a Valuer under the general direction or control only of the Chief Valuer or Senior Valuer. Until so employed, he shall not be advanced beyond £492 per annum

Works Supervisor, £384-£456

Shall not be advanced beyond £438 per annum, except upon evidence to the satisfaction of the Board that the character and importance of the works supervised justify such advancement

Allowances in addition to salary.

105c.—(1.) At the undermentioned stations the Chief Officer may appoint an officer for the purpose of regular exchange of duties with the Senior Telegraphist in charge of the evening staff for one day in three or one week in three, as may best meet local conditions. The officer so appointed shall, on the approval of the Chief Officer, be paid an allowance to increase his salary to the amount specified hereunder as applicable to the particular office at which he is stationed:—

At Wagga Wagga, New South Wales, and Hobart, Tasmania, an allowance to increase salary to £354 per annum

At Rockhampton, Queensland, and Launceston, Tasmania, an allowance to increase salary to £366 per annum.

(2.) At the undermentioned stations, if the officer next the Postmaster or the Telegraphist-in-charge, as the case may be, is in receipt of salary of less than £318 per annum, the Chief Officer may grant an allowance to such officer at the rate of £12 per annum, upon satisfactory evidence of competency to attend to repeaters in the absence of the officer-in-charge:—

Mount Surprise, Queensland; Alice Springs, Marree and Powell’s Creek, South Australia; and Mullewa and Marble Bar, Western Australia.

(3.) A Telegraphist who has passed the prescribed examination for advancement to a position of Senior Telegraphist, and who has served for twelve months at the maximum salary of a Telegraphist, may, on the approval of the Chief Officer, be paid an allowance at the rate of £12 per annum until such time as he is promoted to a higher office.

(4.) The Chief Officer shall advise the Board from time to time of any allowance granted in pursuance of this regulation.

Variations of salary on account of variations in cost of living.

105d. Salaries payable in pursuance of this Part shall be subject to variation in accordance with regulation 106a of these Regulations.

Part VI.—Officers of the Fourth Division.

Salaries of officers of the Fourth Division.

106.—(1.) Officers of the Fourth Division employed in any of the offices specified in the following table or in any office in respect of which action has been taken by the Governor-General or the Board under sub-regulation (2.) of this regulation, and any officer subsequently appointed, promoted or transferred to those offices, shall be paid salaries in accordance with the scales or amounts shown in that table opposite their respective offices or fixed by the Governor-General under sub-regulation (2.) of this regulation. The scales or amounts are, except where otherwise indicated, applicable only to adult officers occupying the relative positions:

Provided that, where a female officer is employed in any of the above-mentioned offices, the salary payable to the officer shall be in accordance with a scale or amount which is Fifty pounds less than the scale or amount shown opposite that office in the table or fixed by the Governor-General under sub-regulation (2.) of this regulation, except where that scale or amount is prescribed or fixed as payable to a female officer or to an officer whose age is less than 21 years.

(2.) The Governor-General may from time to time, on the recommendation of the Board, fix the limits of salary for an office (not designated in the following table) which has been created in the Fourth Division, and may raise or lower the salary of any office in that Division, and the Board may alter the designation of any office in that Division.

 

Allowances to addition to salary.

(3.) (a) The Chief Officer may grant an allowance at the rate of £12 per annum, in addition to salary, to any Foreman Mechanic, Senior Mechanic or Mechanic who is employed at—

(i) a Carrier Repeating Station,

(ii) a Carrier Terminal Station,

(iii) a Trunk Line Testing Station,

(iv) a Telegraph Repeating Station,

(v) a Chief Telegraph Office on telegraph maintenance duties, or

(vi) a National Broadcasting Station,

provided—

(i) that the officer has demonstrated his proficiency to send and receive Morse signals at the rate of twenty words per minute, and

(ii) that the Superintending Engineer has certified that the officer is required in the performance of his duties to send and receive messages by Morse signals.

(b) The Chief Officer shall advise the Board from time to time of any allowance granted in pursuance of this sub-regulation.

(4.) An allowance at the rate of one shilling per day, in addition to salary, may be paid, under such conditions as are determined from time to time by the Board, to any employee of the Printing Branch, Department of the Treasury, who acts as Leading Hand.

(5.) Allowance at the rate of £12 per annum may be paid to Supervisors and Monitors in charge of country telephone exchanges under such conditions as may from time to time be determined by the Board.

(6.) Postmen employed in the city sections at Chief Offices, Sydney, Melbourne, Brisbane, Adelaide and Perth, may be paid allowance to raise salary to an amount not exceeding £260 per annum under such conditions as may be determined from time to time by the Board.

(7.) Returned soldiers designated Mail Officers who have completed not less than five years’ continuous service (temporary and/or permanent) in the Mail Branch and have passed the notified test in Mail Branch duties, may be paid salary of £252 per annum from a date approved by the Board.

Variations of salary on account of variations in cost of living.

(8.) Salaries payable in pursuance of this Part shall be subject to variation in accordance with regulation 106a of these Regulations.

Part VI a.—Variation of Salary—Officers of Second, Third, and Fourth Divisions.

Variations of salary onaccount of variations in cost living.

106a.—(1.) Where the Commonwealth Statistician notifies in the Gazette the retail price index number for the six State capital cities of the Commonwealth for the twelve months preceding the 1st day of January in any year, commencing with the twelve months preceding the 1st day of January, 1933, and the index number so notified is less than 1,672 or more than 1,744, salary payable in pursuance of the provisions of regulations 104, 105, 105a, 105b and 106 of these Regulations shall be varied in the following manner:—

(i) In the case of officers under 21 years of age—

by increase or decrease of £3 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(ii) In the case of adult female officers—

by increase or decrease of £4 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(iii) In the case of adult male officers—

by increase or decrease of £6 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(2.) Any variation made in pursuance of the last preceding sub-regulation shall take effect on the 1st day of July next following the notification in the Gazette of the index number, and shall continue in force for a period of twelve months.

(3.) In this regulation “index number” means the Harvester-all items index number (“D” series) published in the Gazette by the Commonwealth Statistician as being the retail price index number ascertained in respect of food, groceries, housing (rent of houses of four or five rooms only), clothing and miscellaneous expenditure combined.
