REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922–1934.*

THE BOARD OF COMMISSIONERS appointed under the Commonwealth Public Service Act 1922-1934, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments of Commonwealth Public Service Regulations. 

Salaries of Officers of Second Division.

1. Regulation 104 is amended—

(a)by omitting from the table the office of “Deputy Comptroller-General (Supernumerary)” and the particulars shown opposite such office;

(b)by inserting in the table, after the office of “Deputy Comptroller-General”, the following offices and particulars:—

Conditions of advancement in certain positions.

2. Regulation 105a is amended—

(a)by inserting, after the office of “Assessor, Grade 2 (Income Tax), £282-£354”, the following offices and particulars:—

Biochemist, Cadet.......

Shall, if an adult, be paid not less than £306 per annum, provided—

(i) the Board is satisfied as to his efficiency and aptitude for the work of the section in which he is employed; and

(ii) he has furnished evidence to the satisfaction of the Board that he has obtained the diploma in Chemistry of an approved Technical College or that he possesses special qualifications which, in the opinion of the Board, are of like value

Biochemist, Grade 1....

(1) Shall not be advanced beyond £354 per annum except upon passing an examination approved by the Board and notified from time to time in the Gazette

(2) Shall not be advanced beyond £420 per annum except upon passing an examination approved by the Board and notified from time to time in the Gazette

(b)by omitting the office of “Technical Assistant, Grade 1” and the conditions of advancement shown opposite such office.

3. Regulation 105b is amended by inserting, after the office of “Librarian”, the following office and particulars:—

4. Regulation 106 is amended—

(a) by omitting from the column of the table headed “Office” the words “Assistant (Meteorological Branch, Perth)” and inserting in their stead the words “Assistant (Meteorological Branch, Sydney and Perth)”;

(b) by inserting in the column of the table headed “Branch”, after the words “Meteorological Branch,”, the words “ New South Wales and”;

(c) by omitting from the table the office of “Computer’s Assistant” and the particulars shown opposite such office;

 

(d) by inserting in the table, after the office of “Fruit Inspector”, the following office and particulars:—

Test of qualification for certain offices.

5. Regulation 112a is amended by adding at the end thereof the following sub-regulation:—

“(6) The transfer or promotion of an officer to a position of Biochemist, Grade 1, Department of Health, shall be dependent upon evidence to the satisfaction of the Board that the officer has qualified for the diploma in Chemistry of an approved Technical College or that he has qualified for a degree of Science at a University or that he possesses special qualifications which, in the opinion of the Board, are of like value in the position to be filled.”.

Appeal against punishment.

6. Regulation 147 is amended by omitting sub-regulation (1) and inserting in its stead the following sub-regulation:—

“(1) An appeal by an officer under the provisions of sub-section (3) of section 55 of the Act shall be made in writing in accordance with the following form:—

I hereby appeal, on the ground (or grounds) specified hereunder, against your decision in respect of the charge laid against me on the..................................................... day of........................... , 19....... , under sub-section (3) of section 55 of the Commonwealth Public Service Act 1922-1934—

* Here insert the official designation of the Permanent Head or Chief Officer who signed the charge.

Repeal of reg. 156(5).

7. Sub-regulation (5) of regulation 156 is repealed.

Examination fees.

8.Regulation 170 is amended by inserting at the commencement of sub-regulation (1) the following words:—

“Except in the case of an examination held under regulation 156,”.

Reports as to marking.

9. Regulation 174 is amended by inserting at the commencement of sub-regulation (2) the following words:—

“Except in the case of an examination held under regulation 156,”.
