REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1948.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922-1948 in pursuance and exorcise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

Amendments OF the Commonwealth Public Service Regulations. 

1. Regulation 98 of the Commonwealth Public Service Regulations is repealed and the following regulation inserted in its stead:—

Reimbursement of fares—remote districts.

"98.—(1.) Where an officer who is stationed in a locality included in a determination of the Board under sub-regulation (3.) of regulation 49 of these Regulations travels from his station for the purpose of recreation leave, the Chief Officer may, subject to the following conditions, reimburse the officer in respect of portion of the amount paid for the fares of himself, his wife and children:—

(a) A married officer whose family resides with him at his station may, if his wife and children (if any) under sixteen years of age travel with him or at any time within a period of three months before or after the date on which the officer commences or commenced his leave, be granted an amount equal to the amount in excess of £10 on first-class return rail or air fares between his station and the nearest capital city or other destination of lesser distance;

(b) A Aarried officer travelling alone or an unmarried officer (other than an officer under eighteen years of age residing with his parents or guardian) may be granted an amount equal to the amount in excess of £7 10s. on first-class return rail or air fares between his station and the nearest capital city or other destination of lesser distance;

(c) An officer who elects to travel a greater distance than is represented by the distance between his station and the nearest capital city may be granted the amount which would have been allowed him had ho elected to travel only to the nearest capital city;

(d) Reimbursement in respect of air fares shall not be granted unless air travel would reduce substantially the travelling time allowed to the officer under sub-regulation (5.) of regulation 49 of those Regulations; and (e) Reimbursement under this regulation shall not be granted to an officer more than once in every two years.

" (2.) Where an officer whose period of temporary transfer to, and service at, a locality included in a determination of the Board under sub-regulation (3.) of regulation 49 of these Regulations is not loss than two years, proceeds on recreation leave and returns at the expiration of his leave for a further period of duty at the locality from which the leave commenced, reimbursement may be granted under the conditions set out in the last preceding sub-regulation in respect of fares to and from his former capital city or other destination of lesser distance in excess of the amounts respectively specified in that sub-regulation.

" (3.) For the purposes of the last preceding sub-regulation, 'former capital city' means—

(a) in the case of an officer who was stationed in the Australian Capital Territory immediately prior to his transfer— Canberra; and

(b) in other cases—the capital city of the State in which the officer was stationed immediately prior to his transfer.".

Appeal against punishment.

2. Regulation 147 of the Commonwealth Public Service Regulations is amended—

(a) by inserting .after sub-regulation (1.) the following sub-regulation:—

" (1a.) An appeal by a person under the provisions of section 82aa of the Act shall be made in writing in accordance with the following form:—

The *

i hereby appeal, under sub-section (2.) of section 82aa of the Commonwealth Public Service Act 1922-1948, on the following ground(s), against your decision to dispense with my services, namely:—

(Address of appellant)

* Here insert the official designation of the Permanent Head or Chief Officer who dispensed with the services of the appellant.

 Here insert the ground oí appelli, i.e., cither ' I am not guilty of the conduct specified in the notice given to me by * ' or ' I am guilty of the conduct specified in the notice given to me by * but that conduct does not justify the decision to dispense with my services', or both these grounds No other ground of appeal is recognized." ;

(b) by omitting from sub-regulation (2.) the words "The appeal" and. inserting in their stead the words "An appeal"; and

(c) by inserting at the end of sub-regulation (2.) the words "or that his services have been dispensed with".

The Fourth Schedule.

3. The Fourth Schedule to the Commonwealth Public Service Regulations is amended by inserting, after the designation of the office of "Postal Investigation Officer, Senior" and the particulars relating thereto, the following words and figures:—
