REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922–1948.*

THE PUBLIC SERVICE BOARD appointed under the Commonwealth Public Service Act 1922–1948, in pursuance and exercise of the authority conferred upon it by the said Act, and subject to the approval of the Governor-General, hereby makes the following Regulations.

AMENDMENTS OF THE COMMONWEALTH PUBLIC SERVICE REGULATIONS. 

Short leave and leave for examinations.

1. Regulation 50 of the Commonwealth Public Service Regulations is amended by inserting in sub-regulation (3.), after the word " University ", the words " or of a Technical College or School recognized by the Board ".

" Salary " for purposes of furlough.

2. Regulation 62 of the Commonwealth Public Service Regulations is amended by omitting paragraph (a).

Calculation of holiday pay.

3. Regulation 63 of the Commonwealth Public Service Regulations is amended, by omitting the words " ; and (c) allowances specified in regulation 82A ".

State authorities for the purposes of Division 9A of Part III, of the Act.

4.—(1.) After regulation 74D of the Commonwealth Public Service Regulations the following regulation is inserted in Division IV. of Part II. of those Regulations :—

" 74D. For the purposes of Division 9A. of Part III. of the Act, ' State Public Service ' shall include the Service of the following authorities, namely :—

(a) the Water Conservation and Irrigation Commission constituted under the Irrigation Act, 1912–1944, of the State of New South Wales ;

(b) the State Electricity Commission of Victoria constituted under the State Electricity Commission Acts of the State of Victoria ; and

(c) the Commissioners of the Agricultural Bank of Western Australia constituted under the Agricultural Bank Act, 1934, of the State of Western Australia.".

(2.) This regulation shall be deemed to have come into operation on the sixteenth day of August, 1945.

Bicycle allowances.

5. Regulation 92 of the Commonwealth Public Service Regulations is repealed and the following regulation inserted in its stead :—

" 92.—(1.) The Chief Officer may authorize the payment of an allowance at a rate not exceeding Thirteen pounds per annum to an officer or employee who uses his bicycle regularly for official purposes.

" (2.) The Chief Officer may authorize the payment of an allowance at a rate not exceeding Thirteen pounds per annum to a Meat Inspector who uses his bicycle for the purpose of travelling to and from duty in a district outside a metropolitan district.

" (3.) Unless the Chief Officer otherwise approves, an officer or employee to whom an annual allowance is payable under sub-regulation (1.) of this regulation shall not be eligible for an allowance under regulation 90 of these Regulations.".

Cleaning and lighting allowance.

6. Regulation 94 of the Commonwealth Public Service Regulations is amended by omitting all the words from and including the words " The Chief Officer may also authorize " to the end of that regulation.

Rates and conditions of district allowances.

7. Regulation 101 of the Commonwealth Public Service Regulations is amended—

(a) by omitting the table from sub-regulation (1.) and inserting in its stead the following table:—

(b) by omitting from sub-regulation (3.) the word " fourteen " and inserting in its stead the word " sixteen ".

Allowances in addition to salary.

8.—(1.) Regulation 105C of the Commonwealth Public Service Regulations is amended by inserting after sub-regulation (3.) the following sub-regulation :—

" (3A.) A Telegraphist in the Third Division, who has passed an examination in telegraphy at a standard determined, by the Board shall be paid an allowance at the rate of Eighteen pounds per annum in addition to the salary payable to him under these Regulations.".

(2.) This regulation shall be deemed to have come into operation on the seventh day of October, 1948.

Salaries of officers of Fourth Division.

9. Regulation 106 of the. Commonwealth Public Service Regulations is amended by omitting Table B from sub-regulation (1.) and inserting in its stead the following table:

Allowances in addition to salary.

10.—(1.) Regulation 106AA of the Commonwealth Public Service Regulations is amended—

(a) by inserting after sub-regulation (4.) the following sub-regulation:—

" (5.) A Postal Officer employed in the city sections at the General Post Offices, Sydney, Melbourne, Brisbane, Adelaide and Perth, may be paid an allowance, at such rate and under such conditions as the Board determines, but so that his total remuneration does not exceed £338 per annum." ; and

(b) by omitting from sub-regulation (8.) the words " Senior Technician (Mail) " and inserting in their stead the words " Supervising Technician (Mail), Senior Technician (Mail) ".

(2.) The amendment effected by paragraph (a) of sub-regulation (1.) of this regulation shall be deemed to have come into operation on the seventh day of October, 1948.

Qualifications for certain offices.

11. Regulation 112A of the Commonwealth Public Service Regulations is amended by adding at the end thereof the following sub-regulations :—

" (13.) An officer, shall not be transferred or promoted to the office of Investigation Assistant (Agriculture) unless he holds a diploma of an Agricultural College recognized by the Board or has completed or is undertaking a course for a degree, considered appropriate by the Board, at a University.

" (14.) An officer shall not be transferred or promoted to the office of Forester, Grade 1 (£342–£522), or Forester, Grade 2 (£522–£558), unless he has completed a course for a degree, considered appropriate by the Board, at a University, a course for a diploma at the Australian Forestry School or a course for a diploma, considered appropriate by the Hoard, of an Agricultural College recognized by the Board.

" (15.) An officer shall not be transferred or promoted to the office of Research Officer (Forestry), Grade 1 (£342–£522), or Research Officer (Forestry), Grade 2 (£522–£594), unless he is the holder of a University degree considered appropriate by the Board, a diploma of the Australian Forestry School or a diploma, considered appropriate by the Board, of an Agricultural College recognized by the Board, and has satisfied the Board that he has the ability to undertake research work appropriate to his office.

" (16.) An officer shall not be transferred or promoted to the office of Buildings Officer, Grade 1 (£342–£522), Postmaster-General's Department, unless he has completed a course for a degree or diploma in Engineering or Architecture at an Australian University or at a Technical College or School approved by the Board in subjects considered suitable by the Board, or holds other qualifications which, in the opinion of the Board, are appropriate to the office.".

The Second Schedule.

12. The Second Schedule to the Commonwealth Public Service Regulations is amended—

(a) by inserting, after the designation of the office of " Biochemist, Cadet " and the conditions of advancement relating thereto, the following designation of office and conditions of advancement :—

" Buildings Officer, Grade 1, £342–£522, Postmaster-General's Department

(1) He shall be paid not less than £414 per annum if—

(a) he has served for two years as Buildings Officer, Grade I ; and

(b) the Board is satisfied that he is capable of performing and is required to perform the whole of the duties of the office.

(2) He shall not be advanced beyond £414 per annum except upon evidence to the satisfaction of the Board that he is capable of discharging the whole of the duties of the office." ;

(b) by inserting, after the designation of the office of " Examiner of Patents " and the conditions of advancement relating thereto, the following designation of office and conditions of advancement :—

" Forester, Grade 1, £342–£522

(1) He shall be paid not less than £414 per annum if the Permanent Head certifies that in his opinion the class of work upon which the officer is wholly or mainly engaged is of such quality and importance and his efficiency is of such standard, as to warrant payment of that salary.

(2) He shall not be advanced beyond £414 per annum unless he satisfies the requirements specified in the last preceding paragraph." ;

 

(c) by inserting, after the designation of the office of " Meteorologist, Cadet " and the conditions of advancement relating thereto, the following designation of office and conditions of advancement :—

" Pharmacist (Inspection), Grade 1, £342–£522

He shall be paid not loss than £414 per annum if—

(a) he has served for two years as a Pharmacist, Grade 1 ; or

(b) he has practised as a registered Pharmacist for two years,

and the Board is satisfied that the class of work upon which he is wholly or mainly engaged is of such quality and importance as to warrant payment of that salary." ; and

(d) by inserting, after the designation of the office of " Research Officer, Assistant " and the conditions of advancement relating thereto, the following designation of office and conditions of advancement :—

" Research Officer (Forestry), Grade 1, £342–£522

(1) He shall be paid not less than £414 per annum, if—

(a) he has served for two years as Research Officer (Forestry), Grade 1 ; and

(b) the Board is satisfied that the class of work upon which he is wholly or mainly engaged is of such quality and importance as to warrant payment of that salary.

(2) He shall not be advanced beyond £414 per annum except upon evidence to the satisfaction of the Board that he is capable of discharging the whole of the duties of the office ".
