PROVISIONAL REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1902-1913.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Commonwealth Public Service Act 1902-1913 should come into operation on the first day of July, One thousand nine hundred andfifteen, and make the Regulations to come into operation on that date as Provisional Regulations.

Amendment of the Commonwealth Public Service Regulations (Statutory Rules 1913, No. 341 as Amended by Statutory Rules 1914, No. 113, and 1915, Nos. 52 and 59).

Regulations 104 and 104a are repealed, and the following regulations are inserted in their stead:—

Grades of General Division.

“104. (1) The General Division shall be arranged in grades as set forth in Table A of this Regulation.

“(2) Except where otherwise provided, the limits of salary to be paid to an officer occupying any office designated in Table B or C of this Regulation shall be those prescribed in respect of that office.

“(3) The Governor-General may from time to time, upon the recommendation of the Commissioner, create any office in the General Division not designated in Table B or C, and may fix the grade in which the officer occupying the office shall be placed and the limits of salary for the office, or may raise the grading of any office and fix the limits of salary therefor, and thereupon Table B or C, as the case may be, shall be deemed to have been amended by the inclusion of the office which has been so created or the grading of which has been so raised.

“(4) Notwithstanding anything contained in sub-regulations (1) to (3) of this Regulation, the limits of salary payable to any officer of the Postmaster-General’s Department holding one of the offices

designated in the first column of Table D, who is not a member of an organization in respect of which an award has been made by the Commonwealth Court of Conciliation and Arbitration, shall be those specified, in the remaining columns of that Table.”

Minimum Adult salary.

“104a. (1) Notwithstanding anything contained in the preceding Regulation, officers of twenty-one years of age and over who occupy any of the following positions, namely:—Boy on Launch, Female Assistant (Printing), Female Assistant (Quarantine), Messenger, Notes Sorter, Pension Receipt Sorter, or Telephonist, shall be paid salary at the rate of £110 per annum; and officers occupying any other position in Grade I. or Grade II. designated in the preceding Regulation shall be paid salary at the rate of £132 per annum:

“Provided that, in the case of any officer occupying any such other position as above-mentioned who, though eligible for membership, is not a member, of an organization in respect of which an award has been made by the Commonwealth Court of Conciliation and Arbitration, the rate of salary payable under this Regulation shall be £126 per annum.

“(2) Where an officer has received a salary of £126 or £132 per annum under this Regulation, his salary may be advanced by annual increments of £6 to the maximum salary of the position filled by him.

“(3) Salary paid under this Regulation shall not be taken into consideration for purposes of seniority.”
