REGULATIONS UNDER THE COMMONWEALTH PUBLIC SERVICE ACT 1922-1934.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, on the recommendation of the President of the Senate and the Speaker of the House of Representatives, hereby make the following Regulations under the Commonwealth Public Service Act 1922-1934.

Amendments of Commonwealth Public Service (Parliamentary Officers) Regulations.

1. After regulation 67 of the Commonwealth Public Service (Parliamentary Officers) Regulations the following regulation is inserted:—

Special allowance.

67a.—(1.) Subject to this regulation, there shall be paid to each officer whose salary does not exceed £600 per annum, an allowance at the rate of £6 per annum, as from the first day of July, 1931, or from such date as the officer became subject to these Regulations, whichever was the later.

“(2.) The allowance referred to in the last preceding sub-regulation shall be subject to reduction under the Financial Emergency Act 1931, or under that Act as amended, as in force at the time in respect of which that allowance is payable.

“(3.) The allowance payable to an officer under this regulation shall not exceed the amount by which the salary per annum of that officer is less than £600.”.

2.—(1.) Regulation 72 of the Commonwealth Public Service (Parliamentary Officers) Regulations is repealed and the following regulation inserted in its stead:—

Variations of salary on account of variations in cost of living.

72.—(1.) Where the Commonwealth Statistician notifies in the Gazette the retail price index number for the six State capital cities of the Commonwealth for the twelve months preceding the first day

of January in any year, commencing with the twelve months preceding the first day of January, 1935, salary payable in pursuance of the provisions of Part IV. of these Regulations shall be varied in the following manner:—

(i) Where the index number exceeds 1,792—

by increase of £3 per annum in the case of officers under 21 years of age, of £4 per annum in the case of adult female officers, and of £6 per annum in the case of adult male officers, in respect of each 48 points or portion thereof by which the index number exceeds 1,792:

Provided that in the case of adult male officers whose salary is not less than £612 per annum, no variation shall take place in respect of the first 48 points or portion thereof by which the index number exceeds 1,792.

(ii) Where the index number is less than 1,745—

by decrease of £3 per annum in the case of officers under 21 years of age, of £4 per annum in the case of adult female officers, and of £6 per annum in the case of adult male officers, in respect of the first 73 points or portion thereof by which the index number is less than 1,745, and in respect of each succeeding 48 points or portion thereof by which the index number is less than 1,672:

Provided that in the case of adult male officers whose salary is not less than £612 per annum, the decrease in respect of the first 73 points or portion thereof by which the index number is less than 1,745 shall be £12 per annum.

“(2.) Any variation made in pursuance of the last preceding sub-regulation shall take effect on the first day of July next following the notification in the Gazette of the index number, and shall continue in force for a period of twelve months.

“(3.) In this regulation ‘index number’ means the Harvester-all-items index number (‘D’ series) published in the Gazette by the Commonwealth Statistician as being the retail price index number ascertained in respect of food, groceries, housing (rent of houses of four or five rooms only), clothing and miscellaneous expenditure combined.

“(4.) Any variation made in pursuance of regulation 72 of the Commonwealth Public Service (Parliamentary Officers) Regulations, as in force prior to the commencement of this regulation, shall, notwithstanding this regulation, continue in force as if made under and subject to this regulation.”.
