REGULATIONS UNDER THE COMMONWEALTH BANK ACT 1911-1924.
I, THE
GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council hereby make the following Regulations
under the

Amendment of Regulations under the Commonwealth Bank Act 1911-1924.
After regulation 14 of the Commonwealth Bank Regulations, the following regulation is inserted:—
“15. (1) An officer affected in his employment by the action of any authority of the Bank other than the Board may lodge an appeal to the Board, such appeal to be lodged with the Secretary to the Board within 30 days of the officer’s cognizance of such action.
(2) An appeal shall be referred by the Board to the Appeal Board within 30 days of the date of its receipt.
(3) The representative of the officers of the Bank shall be elected in the following manner:—
(
a ) Nominations shall be called by the Chairman of Directors not later than 1st February in each year and shall be returnable to Head Office to reach there no later than 1st March.

b ) Nominations shall be signed by ten officers and shall be endorsed by the nominee signifying his willingness to act if elected.(
c ) A person eligible for nominations is any male officer of the Bank who has attained the age of 25 years.(
d ) If two or more officers are nominated the Chairman of Directors shall appoint a returning officer to control the ballot.(
e ) Nominations shall be notified to the various branches by the Chairman of Directors and an election by secret ballot will be taken throughout the service on the first working day in the month of April.(
f ) Persons entitled to vote shall be all salaried members of the permanent staff of the Bank.(
g ) Two scrutineers shall be appointed at each Branch at a general meeting of not less than two-thirds of the staff. These scrutineers shall conduct the election at their respective branches and having secured the ballot-papers of all officers voting shall forward the papers to the returning officer.(
h ) The scrutineers at each branch shall make necessary arrangements so that all members of the staff absent for any reason from the branch to which they are attached on the date of voting shall be given the opportunity of voting if they so wish. Such arrangements to ensure that the secrecy of all these votes shall be maintained.(
j ) The voting shall be preferential.(
k ) The counting of votes shall be made at Head Office under the supervision of the returning officer.(
l ) The result of the voting shall be made known to the various branches by the Chairman of Directors.(
m ) The tenure of office of the representative of the staff shall be twelve months.(
n ) The representative of the staff may appoint a deputy to act for him on the Appeal Board if he is unable to attend through temporary incapacity or during periods of leave, but should he be incapacitated or absent for a periodexceeding three months it shall be competent for the staff, if a majority so decide, to elect a new representative in his place to hold office until the next annual election.(
o ) If at any time a majority of the staff should sign a petition for the removal of their representative, then his position shall be declared vacant and a new representative shall be elected in his place to hold office until the next annual election.”
