STATUTORY RULES.
REGULATIONS UNDER THE CUSTOMS ACT 1901-1935 AND THE COMMERCE (TRADE DESCRIPTIONS) ACT 1905-1933.*
I, THE GOVERNOR-GENERAL in and over the Commonwealth of
Australia, acting with the advice of the Federal Executive Council, hereby make
the following Regulations under the

Amendments of the Commerce (Meat Export) Regulations.
(
a ) by omitting from the definition of “Meat” the words “or goats” and inserting in their stead the words “goats, rabbits or hares”; and(
b ) by adding at the end thereof the following sub-regulation:—“(2.) In these Regulations, any reference to a form shall be read as a reference to a form in the First Schedule to these Regulations”.

74a. Rabbits intended for export shall be graded for quality as follows:—
(
a ) ‘First grade furred rabbits’—comprising unskinned rabbits in prime condition and free from blemish and, in the case of does, rabbits in which there is no evidence of milk secretion;(
b )‘Second grade furred rabbits’—comprising unskinned rabbits in good but not prime condition and free from blemishes excepting those of a slight and superficial nature; and(
c ) ‘Skinned rabbits’—comprising—(i) rabbits from which the head, skin and feet have been removed, and which are in prime or good condition and reasonably free from blemish; and
(ii) in the case of rabbits intended for export to such destinations as the Minister from time to time approves, rabbits from which the skin and feet, but not the head, have been removed, and which are in prime or good condition and reasonably free from blemish.
“74b.—(1.) Furred rabbits intended for export shall be graded for weight as follows:—
(
a ) ‘Extra large’ or ‘Special’—comprising rabbits each 3¼ lbs. or over in weight;(
b )‘Large’—comprising rabbits each 2½ lbs. or over in weight;(
c ) ‘Young’—comprising rabbits each 2 lbs. or over but less than 2½ lbs. in weight;(
d ) ‘Small’—comprising rabbits each 1½ lbs. or over but less than 2 lbs. in weight;(
e ) ‘Small, headless and feetless’—comprising rabbits each 1¼ lbs. or over but less than 2 lbs. in weight without heads and feet; and(
f ) ‘Skinners’—comprising rabbits each not less than 1¼lbs. in weight when skinned.
“(2.) The reference in this regulation to weight means the weight when the rabbits are frozen.
“74c.— (1.) Hares intended for export shall be graded for quality and weight as follows:—
(
a ) ‘First grade hares’—comprising hares in prime condition each 7 lbs. or over in weight; and(
b ) ‘Second grade hares’—comprising hares in prime condition each 6 lbs. or over but less than 7 lbs. in weight.
“(2.) The reference to weight in this regulation means the weight when the hares are frozen.
“74d. Boned rabbit or hare meat intended for export shall be prepared and packed as follows:—
(
a ) Sound rabbit or hare meat only shall be used;(
b ) The meat shall be frozen in blocks in two layers to each block;(
c ) The blocks shall be wrapped in good quality vegetable parchment or waxed paper after freezing; and(
d ) The blocks shall be packed in boxes.
“74e.—(1.) Rabbits and hares of all grades and all rabbit and hare meat intended for export shall be packed in clean new crates or cases constructed of well-seasoned soft-wood or hard-wood which has been smoothly sawn or dressed to the satisfaction of the Secretary.
“(2.) The crates and cases shall be sufficiently strong, in the opinion of the Secretary, to withstand such handling as is ordinarily incidental to transport to destinations beyond the Commonwealth.
“74e. When rabbits and hares have been inspected and examined in accordance with these Regulations, they shall, within two hours after inspection and examination, be placed in cool store at an appointed place at a temperature not exceeding 10° Fahrenheit until hard frozen and not exceeding 15° Fahrenheit thereafter and shall not be removed therefrom without the authority of an inspector or grader.”.
82a.—(1.) Lamb, teg and mutton intended for export shall be classified in accordance with the grades and weights specified in the Second and Third Schedules to these Regulations respectively.
“(2.) The prescribed tag shall be attached to each carcass.
“(3.) Lamb, teg mutton, wether or maiden ewe mutton, ewe mutton and ram mutton passed for export shall be designated on the coverings of the carcasses and on the prescribed tags as ‘Lamb’, ‘Teg’, ‘Wether and/or M/E Mutton’, ‘Ewe Mutton’, or ‘Ram Mutton’, as the case may be.
“(4.) Lamb which has been passed for export as summer lamb shall be indicated on the coverings of the carcasses and on the prescribed tags by a brand which has been registered by the operator or proprietor of a registered establishment or the exporter as a brand for exclusive use on summer lamb only.
“(5.) Merino mutton which has been classified into a separate class shall be indicated on the coverings of the carcasses and on the prescribed tags by a brand which has been registered by the operator or proprietor of a registered establishment or the exporter as a brand for exclusive use on merino mutton only.
“(6.) Where first and second quality lamb 28 lbs. and under in weight is to be exported as a separate class, the cypher mark ‘D’ shall be applied to the coverings of the carcasses and to the prescribed tags to indicate weight range.
“(7.) Where third quality lambs are classified into two classes, cypher marks indicating weight range shall be applied as follows:—
(
a ) The cypher mark ‘L’ shall be applied, immediately beneath the word ‘lamb to the coverings of the meat and to the prescribed tags in the case of lambs weighing 28 lbs. or under; and(
b ) The cypher mark ‘O’ shall be applied in the like position to the coverings and to the prescribed tags in the case of lambs weighing over 28 lbs.
“(8.) Where summer lambs are classified into two classes, cypher marks shall be applied as follows:—
(
a ) The cypher mark ‘A’ shall be applied, immediately beneath the word ‘lamb’, to the coverings of the carcasses and to the prescribed tags where the class bears the appearance of mutton in a limited degree; and(
b ) The cypher mark ‘B’ shall be applied in the like position to the coverings and to the prescribed tags where the mutton appearance in the class is more pronounced.
“(9.) Where ram mutton is classified into two classes, cypher marks indicating weight range shall be applied as follows:—
(
a ) The cypher mark ‘Y’ shall be applied, immediately beneath the words ‘Ram mutton’, to the coverings of the carcasses and to the prescribed tags in the case of rams weighing 50 lbs, and under; and(
b ) The cypher mark ‘Z’ shall be applied in the like position to the coverings and to the prescribed tags in the case of rams weighing over 50 lbs.
“(10.) For the purposes of this regulation, a prescribed tag shall comply with the following provisions:—
(
a ) The tag shall be not less than 1½ inches nor more than 1¾ inches in width and not less than 3¼ inches nor more than 3¾ inches in length;(
b ) On one side of the tag there shall appear—(i) the Commonwealth Coat of Arms;
(ii) the word ‘Australia’;
(iii) the certificate of an inspector to the effect that the meat was at the date of inspection free from disease and suitable in every way for human consumption;
(iv) a facsimile of the signature of the inspector;
(v) a cypher mark denoting the month of slaughter; and
(vi) in the discretion of the exporter, the name of the State in which the carcass was treated;
(
c ) On the reverse side of the tag, there shall appear—-(i) the name or registered brand of the operator or proprietor of a registered establishment or the exporter;
(ii) the designation of the meat as prescribed in sub-regulation (3.) of this regulation;
(iii) the weight of the carcass or the appropriate cypher mark indicating the weight range thereof as specified in the Second and Third Schedules to these Regulations respectively; and
(iv) if any of the additional classifications referred to in sub-regulation (6.), (7.), (8.) or (9.) of this regulation is made, the cypher mark indicated in that sub-regulation with respect to the classification in question;
(
d ) The certificate appearing on the tag shall be printed length-wise;(
e ) The colour of the tag for a particular grade shall be that specified in the Second or Third Schedule to these Regulations, as the case requires; and(
f ) The tag shall comply with any other requirement of these Schedules with respect to the grade in question.”.
“85a.—(1.) In the case of rabbits or hares the trade description shall, in addition to the provisions of regulations 84 of these Regulations, comply with the following provisions:—
(
a ) In the case of furred rabbits or hares, the standard quality and minimum weight of the rabbits or hares and also the number of rabbits or hares shall be clearly marked on the outside of each crate;(
b ) In the case of skinned rabbits, the net weight of the contents of each box and also the number of rabbits contained therein shall be clearly marked on the outside of the box;(
c ) In the case of boned rabbit or hare meat, the net weight of the contents shall be clearly marked on the outside of each box; and(
d ) In the case of rabbits and hares of all grades and all rabbit and hare meat, the ‘approved for export’ stamp shall be applied by an authorized officer on the outside of the crates or boxes, together with a number denoting the grader who passed the goods for export.
“(2.) The colour of the markings on the crates or boxes containing rabbits or hares or rabbit or hare meat shall be as follows:—
(
a ) In the case of first grade furred rabbits or first grade hares—blue;(
b ) In the case of second grade furred rabbits or second grade hares—red; and(
c ) In the case of skinned rabbits or boned rabbit or hare meat —black.”.
(
a ) by inserting, after the word and letter “Forms F,”, the letters and figures “ F.1., F.2., F.3.,”; and(
b ) by omitting the words “in the Schedule”.
(
a ) by inserting, before the word “Schedule” (first occurring), the word “First”; and(
b ) by inserting, after Form F, the following Forms:—
