REGULATIONS FOR CIVILIAN STAFF (OTHER THAN GOVERNMENT FACTORIES) UNDER DEFENCE ACT 1903-1927.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1927, to come into operation forthwith, except where otherwise indicated.

(l) By deleting from the column “Salary—Increments” the asterisks shown thus *wherever occurring.

(u) By deleting from the foot of Table “A” the following words:—

“increments will be granted annually, except in cases marked ‘*’ where advancement will be as determined from time to time by the Secretary.”

2. The following regulation is inserted after regulation 85:—

85a. (1) Where the Commonwealth Statistician notifies in the Gazette the index number ascertained in respect of food, groceries, and housing (rent of all houses) combined, for the six capital cities of the Commonwealth for the twelve months preceding the 1st day of April in any year, commencing with the twelve months preceding the 1st day of April, 1927, and the index number so notified is less than 1,672 or more than 1,744, salary payable in pursuance of the provisions of regulation 85 of these Regulations shall be varied in the following manner:—

(i) In the case of employees under 21 years of age—

By increase or decrease of £3 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(ii) In the case of adult female employees—

By increase or decrease of £4 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(iii) In the case of adult male employees receiving salary not exceeding £600 per annum—

By increase or decrease of £6 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672:

Provided that no increase shall be granted under this sub-regulation which would raise the salary of any employee to an amount exceeding £600 per annum.

(2) Any variation made in pursuance of the last preceding sub-regulation shall take effect on the 1st day of July next following the notification in the Gazette of the index number, and shall continue in force for a period of twelve months.

(3) This regulation shall not apply to any employee who prior to the date of approval of the Governor-General to the operation of this regulation was appointed to an office under the Public Service Act, the maximum salary of which was less than the maximum salary of the position occupied by him under these Regulations.”

3. Regulation 86 is cancelled and the following inserted in lieu thereof:—

“86. (1) Any employee occuping an office designated in Table “A” of regulation 85 who, under the regulations in operation immediately prior to 1st July, 1926, was in receipt of a higher salary than is now prescribed shall continue to receive such higher salary so long as he occupies the office and performs the duties in respect of which such salary was granted.

 

(2) Any employee who under the regulation in force immediately prior to 1st April, 1927, was classified as Adult Messenger shall continue to receive the salary paid to him under those regulations so long as he continues to perform the duties in respect of which such salary was granted.”

4. Regulations 88 and 89 are cancelled.

To have effect from 1st July, 1926.

5. The following regulation is inserted after regulation 116:—

“116a. (1) Where the Commonwealth Statistician notifies in the Gazette the index number ascertained in respect of food, groceries, and housing (rent of all houses) combined, for the six capital cities of the Commonwealth for the twelve months preceding the 1st day of April in any year, commencing with the twelve months preceding the 1st day of April, 1927, and the index number so notified is less than 1,672 or more than 1,744, salary payable in pursuance of the provisions of regulation 116 of these Regulations shall be varied in the following manner:—

(i) In the case of officers under 21 years of age—

By increase or decrease of £3 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(ii) In the case of adult female officers—

By increase or decrease of £4 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672.

(iii) In the case of adult male officers receiving salary not exceeding £600 per annum—

By increase or decrease of £6 per annum in respect of each 48 points or portion thereof by which respectively the index number exceeds 1,744 or is less than 1,672:

Provided that no increase shall be granted under this sub-regulation which would raise the salary of any officer to an amount exceeding £600 per annum.

(2) Any variation made in pursuance of the last preceding sub-regulation shall take effect on the 1st day of July next following the notification in the Gazette of the index number, and shall continue in force for a period of twelve months.”

6. Table “A” of regulation 85 is amended by deleting the office of “Assistant (Typing), Navy Secretariat” and the words and figures shown opposite such office.

To have effect from 6th July, 1927.

7. Table “A” of regulation 85 is amended by deleting from the column “Office” after the words “Assistant, Senior, Base Office, Victoria” the words “and New South Wales.”

To have effect from 1st April, 1927.
