The Parliament of Victoria enacts as follows:

1.Purpose

The purpose of this Act is to amend the City of Melbourne Act 2001 with respect to the application of differential rates by Melbourne City Council.

2.Commencement

This Act comes into operation on the day after the day on which it receives the Royal Assent.

3.Amendment of section 28—Differential rates

(1)In section 28(1) of the City of Melbourne Act 2001, omit "for the financial year ending 30 June 2000 and in any financial year specified by Order of the Governor in Council published in the Government Gazette,".

(2)For section 28(2) of the City of Melbourne Act 2001 substitute

"(2)If the Council uses the net annual value system of valuation and declares a differential rate, the highest differential rate must be no more than 2 times the lowest differential rate.".
