HIS Excellency the Governor, with the advice of the Executive Council, and in pursuance of the Children (Care and Protection) Act 1987, has been pleased to make the Regulation set forth hereunder.

The Private Fostering Agency Authorities Regulation 1989 is amended by omitting from clause 22 the words "foster parent" and by inserting instead the words "principal officer".

EXPLANATORY NOTE

The object of this Regulation is to amend clause 22 of the Private Fostering Agency Authorities Regulation 1989 so as to allow the principal officer of the relevant private fostering agency to determine whether or not it is detrimental to the interests of a foster child that there be contact between the child and the child’s natural parents, relatives and friends. Currently that determination is made by the child’s foster parents.
