CENTENNIAL PARK AND MOORE PARK TRUST ACT

1983—REGULATION

(Relating to the authorisation of a large event to be held on Trust lands)

HIS Excellency the Governor, with the advice of the Executive Council, and in pursuance of the Centennial Park and Moore Park Trust Act 1983,

has been pleased to make the Regulation set forth hereunder.

The Centennial Park and Moore Park Trust Regulation 1993 is

amended by inserting after Part 2 the following Part:

PART 2A—AUTHORISATION OF EVENTS ATTRACTING

LARGE CROWDS

1995 Kite Fly Out

24A. (1) For the purposes of section 20A of the Act, the use of Trust lands for the purpose of the 1995 Kite Fly Out, being an event for which it is reasonably anticipated that more than 20,000 persons at one time will resort to the land, is authorised.

(2) The Trust may, from time to time, impose on the organisers of the event such conditions on the use of the land for this purpose as the Trust considers necessary. These may relate to, but are not limited to, the following matters:

• the necessary standard of care of the trees, plant life, animals,

facilities and structures on the Trust lands;

• provision of a bond or security to the Trust to cover possible

damage;

• maintenance of adequate insurance;

• site preparation;
• notification of local residents;
• advertising, signage and merchandising;
• vehicle access, control and parking;
• security and emergency procedures;
• crowd management;
• catering and other facilities;
• cleaning and waste management services;

• minimisation of inconvenience to users of the Trust lands.

EXPLANATORY NOTE

The object of this Regulation is to authorise a cultural event to be held in Centennial Park which is expected to attract large crowds, namely the 1995 Kite Fly Out. The Regulation provides for the imposition by the Trust of conditions of use of the Trust lands for the event.

This Regulation is made under the Centennial Park and Moore Part Trust Act 1983,

including section 20A.
