His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Centennial Park and Moore Park Trust Act 1983.

Explanatory note
The object of this Regulation is to amend the Centennial Park and Moore Park Trust Regulation 1999 to authorise certain events associated with the Sydney 2000 Olympic Games, the Sydney 2000 Paralympic Games, the Cultural Olympiad and the opening of the Eastern Distributor to be held on the Trust lands. The Regulation provides for the imposition by the Trust of conditions of use of the Trust lands for these events.
This Regulation is made under the Centennial Park and Moore Park Trust Act

1983, including section 20A.

1      Name of Regulation

This Regulation is the Centennial Park and Moore Park Trust
Amendment (Special Events) Regulation 1999.

2 Amendment of Centennial Park and Moore Park Trust Regulation 1999

The Centennial Park and Moore Park Trust Regulation 1999 is amended as set out in Schedule 1.

Insert after clause 25:

25A Authorisation of use of Trust lands for Olympic and

Paralympic Games

For the purposes of section 20A of the Act, the use of the Trust lands is authorised for the purpose of the following events, being events for which it is reasonably anticipated that more than 20,000 persons at one time will resort to the land:

Sydney 2000 Olympic Games, for the period between 15
September 2000 and 1 October 2000, inclusive,
Sydney 2000 Paralympic Games, for the period between 18

October 2000 and 29 October 2000, inclusive.

25B Authorisation of use of Centennial Park for Cultural

Olympiad

For the purposes of section 20A of the Act, the use of that part of the Trust lands known as Centennial Park is authorised for the purpose of events to be held in connection with the Cultural Olympiad, on 9 September 2000 and 10 September 2000, being events for which it is reasonably anticipated that more than 20,000 persons at one time will resort to the land.

25C Authorisation of use of Moore Park for opening of the
Eastern Distributor

For the purposes of section 20A of the Act, the use of that part of the Trust lands known as Moore Park is authorised

for the purpose of events to be held in connection with the opening of the Eastern Distributor, being events for which it is reasonably anticipated that more than 20,000 persons at one time will resort to the land.

25D Conditions on the use of Trust lands for large events

(1)

The Trust may, from time to time, impose on the organisers of an event referred to in clause 25, 25A, 25B or 25C such conditions on the use of the lands for this purpose as the Trust considers necessary.

(2) Conditions may relate to, but are not limited to, the following matters:

(a) the necessary standard of care of the parklands environment,
(b) maintenance of adequate insurance,
(c) site preparation,
(d) provision and disposal of food and beverages,
(e) advertising, signage and merchandising,
(f) vehicle access, control and parking,
(g) security and emergency procedures,
(h) crowd management,

(i)        cleaning and waste management services,

(j) noise control,
(k) erection and removal of temporary structures.
