His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Centennial Park and Moore Park Trust Act 1983.

Explanatory note

The object of this Regulation is to amend the Centennial Park and Moore Park Trust Regulation 1993 to authorise certain events associated with the Sydney Gay and Lesbian Mardi Gras to be held on part of the Trust lands, namely, Moore Park and the Royal Agricultural Society Showground site. The Regulation provides for the imposition by the Trust of conditions of use of the Trust lands for these events.

1 Name of Regulation

This Regulation is the Centennial Park and Moore Park Trust
Amendment Regulation 1997.

2 Amendment of Centennial Park and Moore Park Trust Regulation 1993

The Centennial Park and Moore Park Trust Regulation 1993 is amended as set out in Schedule 1.

Schedule 1 Amendment

(Clause 2)

Clause 24A

Omit the clause. Insert instead:

24A Authorisation of use of Trust lands for large events

(1) This clause applies to any part of the following land that
is part of the Trust lands:

(a)

the land bounded by Anzac Parade, Driver Avenue, Lang Road and Moore Park Road,

(b)

the Sydney Showground (being the land described in the Schedule to the Royal Agricultural Society Act 1911).

(2)

For the purposes of section 20A of the Act, the use of land to which this clause applies is authorised for the purpose of the following events, being events for which it is reasonably anticipated that more than 20,000 persons at one time will resort to the land:

Sydney Gay and Lesbian Mardi Gras Parade and Sydney Gay and Lesbian Mardi Gras Party for the years 1998 to 2002 inclusive

The Trust may, from time to time, impose on the organisers of such an event such conditions on the use of the lands for this purpose as the Trust considers necessary. These may relate to, but are not limited to, the following matters:

(a)

the necessary standard of care of the parklands environment,

(b) maintenance of adequate insurance,
(c) site preparation,
(d) provision and disposal of food and beverages,
(e) advertising, signage and merchandising,

(f) vehicle access, control and parking,
(g) security and emergency procedures,
(h) crowd management,

(i)       cleaning and waste management services,

( j ) noise control,
(k) erection and removal of temporary structures.
