Exemption — provision of ARFFS at Broome International Airport

1          Duration

            This instrument:

(a)   commences on 1 January 2009; and

(b)   stops having effect at the end of 31 December 2009.

2          Application

            This instrument applies to the provision of aerodrome rescue and fire fighting services (ARFFS) at Broome International Airport by Airservices Australia, Aviation Reference Number 202210 (AA) of 25 Constitution Avenue, Canberra, ACT 2601.

3          Exemption

AA is exempt from compliance with the provisions of CASR 1998 mentioned in Schedule 1 in respect of the provisions of the Manual of Standards Part 139H (MOS 139H) mentioned in that Schedule.

4          Conditions

            The exemption is subject to the conditions mentioned in Schedule 2.

Schedule 1          Provisions

Regulations 139.765, 139.890, 139.895 and 139.900 of CASR 1998 in respect of Chapter 10 and paragraph 23.1.1.1 of MOS 139H.

Note 1   Chapter 10 relates to safety hazard, risk management and safety systems.

Note 2   Paragraph 23.1.1.1 of MOS 139H states that a management system must be established and documented, which defines the policy, procedures and practices for managing the safety of the ARFFS and any change in the level of service provision.

Schedule 2          Conditions

      1     AA must maintain a Category 6 level of ARFFS at Broome. It must also monitor Category 7 aircraft movements and advise CASA if or when an increase to a Category 7 level of ARFFS is expected.

      2     AA must continue to utilise the ARFFS training ground in Perth for “hot fire” activities.

      3     AA must record all training activities in Perth for Broome ARFFS staff, ensuring supporting evidence for each round of training is readily available.

      4     AA must provide CASA with a schedule of planned Perth training activities for Broome staff.

      5     AA must advise CASA in writing as to when Broome ARFFS will establish their own “hot fire” training ground.

      6     AA must advise CASA in writing as to when the new Broome Fire Station and associated Fire Control Centre will be established.

      7     AA must provide evidence to CASA that it has been in contact with Broome International Airport Management and addressed the issue of both new and old airport based buildings not having any fire detection systems installed.

      8     AA must also provide CASA with evidence as to how it has mitigated the risk of responding to an airport building fire following delayed notification due to the absence of fire detection systems.
