Exemption — Officer in Charge

1          Duration

This instrument:

(a)   commences on the day after it is registered; and

(b)   stops having effect at the end of 1 September 2008.

2          Application

This instrument applies to the appointment of Graham Cock as Officer in Charge of the Norfolk Island Aerodrome Rescue and Fire Fighting Services (ARFFS).

3          Exemption

     Norfolk Island Fire Service (NIFS) as provider of ARFFS operations at Norfolk Island aerodrome (the aerodrome) at category 6 level is exempt from compliance with the provisions of paragraph 139.773 (1) (a) of CASR 1998 to the extent mentioned in Schedule 1.

Note   Paragraph 18.1.1.8 of Manual of Standards (MOS) Part 139H requires that an Officer in Charge of ARFFS operations at a Level 1 aerodrome at category 6 or above must be a person who holds an ARFFS Australian Fire Competencies (AFC) Advanced Diploma.

4          Conditions

The exemption is subject to the conditions mentioned in Schedule 2.

Schedule 1          Extent of exemption

The exemption extends only to the requirement to comply with paragraph 18.1.1.8 of MOS Part 139H in relation to the Officer in Charge of ARFFS operations at the aerodrome.

Schedule 2          Conditions

1       The Officer in Charge must have:

(a)   a Diploma in Fire Fighting Management; and

(b)   completed the following units of the ARFFS AFC Advanced Diploma:

(i)  MOO 4.01-Resource Evaluation;

(ii)  MOO 6.01-Pre-incident Planning;

(iii)  MOO 6.02-Major Operation Management.

2       If an incident occurs at the aerodrome that requires the activation of the Aerodrome Emergency Plan (AEP), the Officer in Charge must not man the forward command post until the fireground commitment is under control and the area is safe.

3     The Officer in Charge must be in radio contact with the forward command post if the AEP is activated and the associated forward command post is established.
