CASA EX109/18 — Width of Glider Runway Strip (Temora Aerodrome) Instrument 2018

1          Name

                 This instrument is CASA EX109/18 — Width of Glider Runway Strip (Temora Aerodrome) Instrument 2018.

2          Duration

                 This instrument:

(a)   commences on the day of registration; and

(b)   is repealed at the end of 31 October 2021.

3          Definitions

Note   In this instrument, certain terms and expressions have the same meaning as they have in the Civil Aviation Act 1988 and the regulations. These include           : AA, aerodrome, AIP‑ERSA, ARN or Aviation Reference Number, glider and powered aircraft.

                 In this instrument:

aerodrome operator means Temora Shire Council, ARN 542731, in its capacity as the operator of Temora aerodrome, registration number CASA.ADREG.0108.

glider runway strip means the glider runway strip adjacent to runway 09/27.

Manual of Standards has the same meaning as in regulation 139.010 of CASR.

runway 09/27 means runway 09/27 at Temora aerodrome.

simultaneous parallel runway operation: see subsection 4 (2).

4          Directions— subregulation 92 (2) of CAR

   (1)     When conducting operations at Temora aerodrome, a pilot of an aircraft using runway 09/27 and a pilot of an aircraft using the glider runway strip:

(a)   must follow a common circuit direction; and

(b)   must not carry out simultaneous parallel runway operations.

   (2)     In this section:

simultaneous parallel runway operation means a simultaneous take‑off or landing of:

(a)an aircraft using runway 09/27; and

(b)an aircraft using the glider runway strip.

Note   The definition of glider runway strip in section 3, the directions in paragraphs 4 (1) (a) and (b), and the definition of simultaneous parallel runway operation in subsection 4 (2) must be published in the AIP-ERSA — see clause 6 of Schedule 1.

5          Exemption — regulation 11.160 of CASR

                 The aerodrome operator is exempt from compliance with regulation 139.295 of CASR, to the extent that the regulation requires:

(a)the glider runway strip to comply with the requirements for the width of a glider runway strip mentioned in subsection 6.7.2.1 of the Manual of Standards; and

(b)runway 09/27 and the glider runway strip to comply with the restriction on the use of flush markers mentioned in subsection 8.2.2.2 of the Manual of Standards.

Note   Under subsection 6.7.2.1 of the Manual of Standards, where a glider runway strip is located outside an existing runway strip, the width of the glider runway strip must not be less than 60 m, and must be of sufficient length for the glider operations. Under subsection 8.2.2.2 of the Manual of Standards, flush markers must only be used where runway strips overlap.

6          Conditions regulation 11.205 of CASR

                 The exemption is subject to the conditions mentioned in Schedule 1.

Schedule 1          Conditions

The aerodrome operator must ensure that the following requirements are met:

      1     The width of the glider runway strip must be at least 48.8 m.

      2     Orange flush markers placed not more than 180 m apart must be used to mark the southern boundary of the glider runway strip.

Note   For assistance to place the flush markers mentioned in clause 2 in the required way, see the boundary of the glider runway strip closest to the runway, shown in figure 8.12-3 of the Manual of Standards.

      3     Orange gable markers placed not more than 180 m apart must be used to mark the northern, eastern and western boundaries of the glider runway strip.

Note 1   For assistance to place the gable markers mentioned in clause 3 in the required way, see the boundaries of the glider runway strip other than the boundary closest to the runway, shown in figure 8.12-3 of the Manual of Standards.

Note 2   Section 8.12 of the Manual of Standards sets out some additional requirements related to the marking of glider runway strips on an aerodrome.

      4     White flush markers must be placed not more than 180 m apart along the northern edge of the graded portion of runway 09/27.

Note 1   For assistance to place the flush markers mentioned in clause 4 in the required way, see the diagram titled ‘Placing of Gable Type Markers’ in figure 8.2-3 of the Manual of Standards and of the Manual of Standards.

Note 2   Subsection 8.2.3 of the Manual of Standards sets out some additional requirements related to the use of markers on an unsealed runway. Also, section 8.3 of the Manual of Standards sets out some additional requirements related to runway markings.

5     White gable markers must be placed not more than 180 m apart along the southern, eastern and western edges of the graded portion of runway 09/27.

Note 1   For assistance to place the gable markers mentioned in clause 5 in the required way, see the diagram titled ‘Placing of Gable Type Markers’ in figure 8.2-3 of the Manual of Standards.

Note 2   Subsection 8.2.3 of the Manual of Standards sets out some additional requirements related to the use of markers on an unsealed runway. Also, section 8.3 of the Manual of Standards sets out some additional requirements related to runway markings.

      6     The following must be published in the AIP‑ERSA:

(a)   the definition of glider runway strip in section 3;

(b)   the directions in paragraphs 4 (1) (a) and (b);

(c)   the definition of simultaneous parallel runway operation in subsection 4 (2).

Note   The CASR Dictionary provides that “AIP‑ERSA means the Aeronautical Information Publication Enroute Supplement published jointly by the Australian Airforce and AA, as in force from time to time.”
