Exemption – provision of Part 139H of CASR 1998 – application of foam by attack vehicle monitor

1          Duration

                 This instrument:

(a)   commences on 1 February 2012; and

(b)   stops having effect at the end of 30 April 2012.

2          Application

                 This instrument applies to Airservices Australia, Aviation Reference Number 202210 (AA) as an approved Aerodrome Rescue and Fire Fighting Service (ARFFS) provider at certain aerodromes.

3          Exemption

AA is exempt from compliance with the provision of CASR 1998 mentioned in Schedule 1 in respect of the provision of the Manual of Standards Part 139H (the MOS).

4          Conditions

                 The exemption is subject to the conditions mentioned in Schedule 2.

Schedule 1          Provision

Subregulation 139.845 (4) of CASR 1998 in respect of paragraph 20.1.3.3 (a) of the MOS.

Note   Paragraph 20.1.3.3 (a) of the MOS is a core competency that requires the application of foam onto a fire by an attack vehicle monitor at least every 90 days.

Schedule 2          Conditions

            AA must:

(a)   ensure that each operational staff member is competent in applying foam onto a fire by an attack vehicle monitor; and

(b)   ensure that the training for each operational staff member assures competence in the use of an attack vehicle monitor and incorporates:

             (i)  manual and automatic locking/unlocking of monitor; and

            (ii)  manual and automatic monitor operations using water only; and

           (iii)  operating monitor defuse and jet function; and

           (iv)  manual and automatic pump operations including pump roll operations; and

            (v)  fault finding; and

           (vi)  emergency procedures.

(c)   document the results of training conducted in paragraph 1 (b) in personnel training records.
