Exemption — provision of ARFFS training facilities at Avalon, Broome, Hamilton Island, Karratha, Sunshine Coast, Rockhampton and Townsville aerodromes

1          Duration

This instrument:

(a)   commences on the day after it is registered; and

(b)   stops having effect at the end of 31 January 2013.

2          Application

This instrument applies to Airservices Australia (AA) as the approved Aerodrome Rescue and Fire Fighting Service (ARFFS) providing firefighting services at Avalon, Broome, Hamilton Island, Karratha, Sunshine Coast, Rockhampton and Townsville aerodromes.

3          Exemption

AA is exempt from compliance with subregulation 139.772(2) of CASR 1998  in respect of paragraph 22.1.6.1 of the Manual of Standards Part 139H (the MOS)

Note   Paragraph 22.1.6.1 requires the establishment of “hot fire” training facilities at the aerodromes.

4          Conditions

The exemption is subject to the conditions mentioned in Schedule 1.

Schedule 1          Conditions

1     AA must:

(a)   provide a “hot fire” training ground at each of the following aerodromes:

(i)  Avalon;

(ii)  Broome;

(iii)  Hamilton Island;

(iv)  Karratha;

(v)  Sunshine Coast;

(vi)  Rockhampton;

(vii)  Townsville; or

(b)   provide “hot fire” training grounds at alternate ARFFS locations that provide “hot fire” training facilities that are acceptable to CASA.

2       If the “hot fire” training is provided at an alternate ARFFS location, AA must:

(a)   every 6 months, provide CASA with a report that contains the particulars of the training provided at the alternate ARFFS location and an assessment of the effectiveness of that training; and

(b)   enter into a formal agreement with the operators of each of the following aerodromes:

(i)  Avalon;

(ii)  Broome;

(iii)  Hamilton Island;

(iv)  Karratha;

(v)  Sunshine Coast;

(vi)  Rockhampton;

(vii)  Townsville;

(viii)  any other aerodrome where “hot fire” training is provided.

3     AA must provide CASA with detailed information of how and when the annual category exercise for ARRFS staff was achieved at each of the following aerodromes:

(a)   Avalon;

(b)   Broome;

(c)   Hamilton Island;

(d)   Karratha;

(e)   Sunshine Coast;

(f)    Rockhampton;

(g)   Townsville.
