LOW VISIBILITY TAKE-OFFS
INSIDE AUSTRALIAN TERRITORY
I, WILLIAM BRUCE BYRON, Director of Aviation Safety, on behalf of CASA, under subregulation 308 (1) of the Civil Aviation Regulations 1988 (CAR 1988) exempt aeroplanes operated by Australian Airlines Limited under Air Operator’s Certificate number 582843 from compliance with the standard take-off minima determined by CASA under subregulation 257 (1) of CAR 1988 and set out in AIP (En Route 1.5, section 4.2).
This exemption applies only in respect of take-off operations inside Australian territory to the following meteorological minima:
visibility of 300 metres assessed along the runway at the touchdown zone and at the mid-point (or stop-end if mid-point visibility is not available).
This exemption takes effect subject to compliance with the conditions specified in Schedule 1.
This exemption starts to have effect on gazettal and ceases to have effect at the end of October 2006.
SCHEDULE 1
CONDITIONS
Aeroplanes operating under the exemption may take off with a minimum runway visibility of:
(a)less than 800 metres but not less than 400 metres, if runway edge lighting (with light spacing of not more than 60 metres) is operating and either runway centreline lighting is operating or runway centreline markings are clearly visible; or
(b)less than 400 metres but not less than 300 metres, if runway edge lighting (with light spacing of not more than 60 metres) is operating and the runway centreline lighting is operating.
In order to carry out such a take-off the pilots must have successfully completed in an approved flight simulator:
(a)a training program approved by CASA for low visibility take‑offs; and
(b)a competency check in low visibility take-offs within the last six months conducted to maximum approved crosswind limits and involving at least one rejected take-off and one engine failure immediately after V1.
A low visibility take-off must be conducted in accordance with:
(a)that part of the Australian Airlines operations manual relating to low visibility take-offs; and
(b)the air traffic control procedures in place at the aerodrome relating to low visibility take-offs or such other aerodrome controlling procedures as are specifically approved by CASA.
Runways that require a turn of more than 15o at the runway head or below 200 feet for all-engine or engine-out take-offs are not approved for take-offs with a visibility of less than 500 metres.
A copy of this exemption must be kept in the Australian Airlines operations manual with a list of the runways used and their respective minimum take-off visibilities.
