Directions — Airservices Australia

1          Duration

            This instrument:

(a)   commences on the day it is registered; and

(b)   stops having effect:

             (i)  for clauses 1, 2 and 3 — at the end of 17 January 2010; and

            (ii)  for all other clauses — at the earlier of:

(A)    the introduction of Air Traffic Service (ATS) appropriate for airspace classified as Class D for the aerodromes mentioned in Schedule 1; or

(B)    the end of 19 December 2010.

2          Revocation

            Instrument CASA 329/09 is revoked.

3          Definition

             In this instrument:
circuit means a circuit at an aerodrome mentioned in Schedule 1.

4          Application

            This instrument applies to Airservices Australia, Aviation Reference Number 202210 (Airservices), in relation to operations at each of the aerodromes mentioned in Schedule 1 (the aerodromes).

5          Directions

             Airservices is given the directions specified in Schedules 2.

Schedule 2          Directions

      1     Airservices must ensure that, at any given time, the maximum number of aeroplanes in the circuit (including arriving and departing aeroplanes) for any 1 runway controlled by an Air Traffic Controller (ATC) is 6.

      2     Airservices must ensure that no ATC allows more than 6 aeroplanes to be operating in the circuit for any 1 runway or assume control responsibility for more than 6 aeroplanes using 1 or more runways.

Note 1   If 2 runways and 2 aerodrome controllers are available, then the maximum number of aeroplanes in the circuits at any given time must not exceed 12.

Note 2   Nothing in these directions is intended to interfere with the discretion of an ATC to limit, reduce or increase the number of aeroplanes in the circuit at any given time, or to give any other lawful directions or instructions that may be necessary, in the interests of safety.

      3     Despite clauses 1 and 2, an additional departure may be permitted at the discretion of the controlling ATC having taken into account any relevant consideration relating to the interests of safety.

      4     Gliders and aeroplanes towing gliders are excluded from the maximum number of aeroplanes in the circuit mentioned in clauses 1 and 2 when the glider or the aeroplane towing the glider is using the glider launch and landing areas at Camden aerodrome.

      5     With effect from 18 January 2010, Airservices must ensure that, at any given time, the maximum number of aeroplanes in the circuit for any 1 runway controlled by an ATC is 8.

      6     With effect from 18 January 2010, no ATC must allow more than 8 aeroplanes to be operating in the circuit for any 1 runway or assume control responsibility for more than 8 aeroplanes using 1 or more runways.

Note 1   If 2 runways and 2 aerodrome controllers are available, then the maximum number of aeroplanes in the circuits at any given time must not exceed 16.

Note 2   Nothing in these directions is intended to interfere with the discretion of an ATC to limit, reduce or increase the number of aeroplanes in the circuit at any given time, or to give any other lawful directions or instructions that may be necessary, in the interests of safety.

      7     Despite clauses 5 and 6, an ATC may permit arriving and departing aeroplanes into a circuit having taken into account any relevant consideration relating to the interests of safety.
