Authorisation — to carry out maintenance on class A or class B aircraft
Exemption — to certify maintenance on class A or class B aircraft
1 Authorisation — to carry out aircraft polishing maintenance
For paragraphs 42ZC (3) (d) and 42ZC (4) (e) of CAR 1988, a person (an aircraft polisher) is authorised to carry out maintenance on an aircraft in the form of aircraft polishing.
2 Conditions on authorisation
(1) For class A aircraft, the authorisation is subject to the conditions mentioned in Schedule 1.
(2) For class B aircraft, the authorisation is subject to the conditions mentioned in Schedule 2.
3 Exemption — to certify aircraft polishing maintenance
An aircraft polisher who carries out aircraft polishing in accordance with the authorisation is exempt from compliance with paragraph 42ZE (1) (b) of CAR 1988 to the extent mentioned in Schedule 3.
4 Condition on exemption
The exemption is subject to the condition mentioned in Schedule 4.
5 Interpretation
In this instrument:
superviser means a person who:
(a) holds an aircraft maintenance engineer licence, or a maintenance authority, covering the maintenance on the aircraft; and
(b) meets the requirements for a superviser mentioned in Schedule 1 or 2 as the case requires.
supervise means:
(a) to be present in person and to observe the aircraft polisher carrying out the aircraft polishing on the aircraft to the extent necessary to ensure that it is being carried out properly; and
(b) to be immediately available in person to give advice to, or answer questions from, the aircraft polisher about the aircraft polishing being carried out.
Schedule 1 Conditions for authorisation — class A aircraft
1 The aircraft polisher must be employed by, or work under an arrangement with, a person who holds a certificate of approval (a CofA) covering the maintenance.
2 The aircraft polisher must be supervised by a superviser.
3 The superviser must be a person who:
(a) holds a CofA covering the maintenance; or
(b) is employed by, or works under an arrangement with, a person who holds a CofA covering the maintenance.
Schedule 2 Conditions for authorisation — class B aircraft
1 The aircraft polisher must be supervised by a superviser.
2 The superviser must be a person who:
(a) holds a CofA covering the maintenance; or
(b) is employed by, or works under an arrangement with, a person who holds a CofA covering the maintenance; or
(c) is not an employee; or
Note That is, the superviser may be an independent person.
(d) is employed by a person who holds an aircraft maintenance engineer licence, or an airworthiness authority.
Schedule 3 Extent of exemption
Only to the extent that paragraph 42ZE (1) (b) of CAR 1988 requires compliance with paragraphs 1.2 and 2.2 of Schedule 6 of CAR 1988 under which only the person who physically does aircraft polishing may certify for completion of it.
Schedule 4 Condition for exemption
Only the superviser may certify for completion of the aircraft polishing by the aircraft polisher.
