Permission — radiocommunication systems – Lloyd Helicopters Pty Ltd

1          Duration

                 This instrument:

(a)   commences on the day of registration; and

(b)   stops having effect at the end of 23 February 2013.

2          Application

                 This instrument applies to each Eurocopter AS332 aircraft (the aircraft) operated by Lloyd Helicopters Pty Ltd, trading as CHC Helicopters (Australia), Aviation Reference Number 222688 (the operator), that is not equipped with a high frequency radiocommunications system.

3          Permission

                 CASA gives permission for the aircraft to be flown:

(a)   under the V.F.R; and

(b)   under the I.F.R.

4          Conditions

The permission is subject to the conditions mentioned in Schedule 1.

Schedule 1          Conditions

        1     The operator must ensure that the aircraft is fitted with a satellite-based tracking system (the system) that will allow the aircraft status to be remotely tracked and has the capability:

(a)   to automatically send an updated position; and

(b)   for the flight crew to send a manual alarm that includes aircraft position, track speed and altitude.

        2     The operator must ensure that 2 operable portable satellite phones (the phones) are carried in the aircraft at all times.

        3     The phones must be interfaced into the pilot intercom to allow calls to be made through the pilot’s headset.

        4     The operator must ensure that all communication is recorded by the cockpit voice recorder.

        5     The operator must ensure that preflight checks of the phones are incorporated into the flight crew checklists and form part of the operating procedures.

        6     The operator must ensure that the system and the phones do not interfere with the aircraft’s avionics.

        7     The operator must ensure that the power can be removed from the system and the phones.

        8     The operator must ensure that the system and the phones are included in the aircraft’s minimum equipment list.

        9     The pilot in command must check that the system and the phones are functioning correctly prior to flight.

      10     The operator must ensure that written instructions detailing specific procedures to be followed with respect to proposed routes, satellite phone communications and emergency procedures are:

(a)   contained in the operator’s operations manual; and

(b)   issued to the operator’s flight crew.
