I, ANDREW HERBERT RUDOLF TIEDE, Air Navigation, Airspace and Aerodromes Manager, Aviation Group, a delegate of CASA, make this instrument under paragraph 120 (1) (b) the Civil Aviation Regulations1988 and regulations 11.056 and 11.245 of the Civil Aviation Safety Regulations 1998 (CASR).

Approval and direction — meteorological observations and reports (Australian Antarctic Division employees at Casey station)

1          Duration

                 This instrument:

(a)   commences on the day of registration; and

(b)   is repealed at the end of 31 March 2022.

2          Definitions

                 In this instrument:

AADmeans the Commonwealth of Australia acting through the Australian Antarctic Division of the Australian Government Department of the Environment and Energy, ARN 772063.

Automatic Aerodrome Information Service has the same meaning as in the MOS.

CA/GRS has the same meaning as in CASR.

Casey station officer means a person employed by AAD who:

(a)   is based at Casey station in the Australian Antarctic Territory; and

(b)   has been issued a document by the Bureau of Meteorology evidencing that the person meets the Bureau’s Class A or Class B requirements for conducting aerodrome weather observations.

MOS means the Manual of Standards (MOS) — Part 139 Aerodromes, as in force from time to time.

3          Approval

        (1)     I approve a Casey station officer to make meteorological observations and reports for the operator or pilot in command of an aircraft conducting a take-off or landing at the following locations:

(a)   Wilkins aerodrome, certificate number 1-60TU4;

(b)   Casey station.

Note   The approval does not cover the making of forecasts.

        (2)     The approval is subject to the conditions mentioned in section 4.

4          Conditions

                 The Casey station officer must:

(a)   comply with the ongoing competency requirements in the Bureau of Meteorology document MA.9a Qualifications & Competencies: Aerodrome Weather Observers as it exists from time to time or any document expressed to replace document MA.9a; and

(b)   provide meteorological reports in accordance with paragraph 14.2.4.1 of the MOS as if the report was provided as an Automatic Aerodrome Information Service provided by a CA/GRS.

5          Direction

                 I direct AAD to ensure that a Casey station officer does not exercise the approval in section 3 unless AAD is reasonably satisfied that the officer is competent to do so.
