Approval of area of operation — unmanned aerial vehicles (UAVs) participating in the 2012 UAV Outback Challenge

Exemption — requirement for UAV operator’s certificate

1          Duration

                 This instrument:

(a)   commences on 1 October 2012; and

(b)   stops having effect at the end of 4 October 2012.

2          Application

                 This instrument only applies to the conduct of UAV operations during the 2012 UAV Outback Challenge (the Challenge) by Queensland University of Technology, Aviation Reference Number (ARN) 597035, and the participating teams mentioned in Schedule 2.

3          Approval

                 I approve the area mentioned in Schedule 1 for the flight of UAVs participating in the Challenge.

4          Exemption

I exempt Queensland University of Technology and the members of the participating teams mentioned in Schedule 2 from compliance with regulations 101.090 and 101.270 of CASR 1998 in relation to the types of UAVs mentioned in Schedule 3.

5          Conditions

                 The approval is subject to the conditions mentioned in Schedule 4.

Schedule 3          UAV

              The UAVs, to which the exemption applies, are those specified in the submissions by the teams that have been approved by the Challenge Technical Committee to take part in the Challenge (the participating teams).

Schedule 4          Conditions

        1     All UAV operations must be conducted under the supervision and control of Brendan Patrick Williams, ARN 193290 (the Co-ordinator).

        2     The Co-ordinator must be available on mobile communications at all times during the Challenge.

        3     UAV operations, to which this instrument applies, must be confined to the area described in Schedule 1.

        4     Prior approval from landowners or occupiers of the area over which the Challenge is to be held must be obtained and compliance must be maintained with any specified conditions.

        5     All participating unmanned aircraft must have a take-off weight of less than 150 kg.

        6     All UAV operations must take place in Day Visual Meteorological Conditions (V.M.C.).

        7     Challenge operations and co-ordination of traffic at, or in the vicinity of, Kingaroy Aerodrome must be in accordance with the UAV Challenge Outback Rescue Policy and Procedures Manual.

        8     Radio broadcasts are to be made on appropriate area and CTAF frequencies in accordance with the UAV Challenge Outback Rescue Policy and Procedures Manual.

        9     The Co-ordinator is to ensure that all Kingaroy-based operators and other operators known to regularly operate into Kingaroy Aerodrome are given not less than 7 days’ notice of the intended UAV operations and the area in which they are to be conducted during the period of the Challenge.

      10     In addition to condition 7, the participating teams must comply with the competition rules and procedures specified in the documents (as appropriate to their competition):

(a)   UAV Challenge; Outback Rescue 2012; Search and Rescue Challenge; Mission, rules and judging criteria, Version 1.4, dated 11 May 2012.

(b)   UAV Challenge; Outback Rescue 2012; Airborne Delivery Challenge; Mission, rules and judging criteria, Version 1.0, dated 6 February 2012.

11 All other requirements of Subpart F of Part 101 of CASR 1998 apply, apart from the requirements not to drop or discharge things from an unmanned aircraft, to hold a UAV Operator’s Certificate issued under regulation 101.295 of CASR 1998.
