Designation of airspace for broadcast requirements — MBZ

1          Commencement

            This instrument commences on 9 June 2005.

2          Revocation

            Instrument CASA 269/04 is revoked.  

3          Designation of broadcast areas

            Each area of airspace within the horizontal and vertical limits defined for the area (a designated area) in Schedule 1 is designated as an area in which broadcast requirements apply.

4          Direction of broadcast requirements

            The broadcast requirements mentioned in Schedule 2 apply in each designated area.

5          Direction of radio frequencies

             Broadcasts in a designated area must be made on the frequency, or 1 of the frequencies, mentioned in Schedule 3 for the area.

Schedule 1         Limits of areas of airspace in which broadcast requirements apply

1          Horizontal limits

   (1)     In this Schedule, the horizontal limits of a designated area are defined as:

(a)   a circle with a radius of a stated length in nautical miles centred on a specified point; or

 Example   The description of YMMM/ALBANY.

(b)   the coordinates of a number of points with a direction, if any, to go from 1 point to the next along a particular route.

Example   The description of YMMM/ALBURY 1.

   (2)     If horizontal limits of a designated area are defined as mentioned in paragraph (1) (a), the circumference of the circle makes up the horizontal limitsof the area.

   (3)     If horizontal limits of a designated area are defined as mentioned in paragraph (1) (b), the horizontal limitsof the area are the lines running from the first point consecutively, and according to any directions about the route to be followed, to the last point which is the point of commencement.

2       Vertical limits

   (1)     In this Schedule, the vertical limits of a designated area are defined as:

(a)   xx00–yy00 AMSL; or

Example   The description of YMMM/ALBURY 3.

(b)   SFC–xx00 AMSL; or

Example   The description of YMMM/ALBURY 1.

(c)   SFC–xx00 AGL;

Example   The description of YMMM/ALBANY

            where:

xx00 is a multiple of 100; and

yy00 is a multiple of 100 greater than xx00.

   (2)     If vertical limits of a designated area are defined as xx00–yy00 AMSL, the vertical limitsof the area are:

(a)   the plane any point on which is at a height of xx00 feet above mean sea level; and

(b)   the plane any point on which is at a height of yy00 feet above mean sea level.

   (3)     If the vertical limits of a designated area are defined as SFC–xx00 AMSL, the vertical limits of the area are:

(a)   the ground level; and

(b)   the plane any point on which is at a height of xx00 feet above mean sea level.

   (4)     If:

(a)   the horizontal limits of a designated area are defined as a circle centred on a specified point (the reference point) on an aerodrome or aircraft landing area; and

(b)   the vertical limits of the area are defined as SFC–xx00 AGL;

            the vertical limits of the area are:

(c)   the ground level; and

(d)   the plane any point on which is at a height of xx00 feet above the horizontal plane that goes through the reference point.

Schedule 2          Broadcast requirements for designated areas

1          Aircraft flying through a designated area without landing

            If air traffic control services (whether civil or military) are not available in a designated area, the pilot in command of an aircraft intending to fly through the area without landing must, immediately after the aircraft enters the area, make a broadcast that includes the following information:

(a)   the aircraft’s callsign and type;

(b)   the aircraft’s position;

(c)   the aircraft’s present level;

(d)   the pilot’s intentions in relation to the flight.

2          Aircraft intending to land at an aerodrome in a designated area

             If air traffic control services (whether civil or military) are not available in a designated area, the pilot in command of an aircraft intending to land at an aerodrome in the area, must:

(a)   immediately after the aircraft enters the area, make a broadcast that includes the following information:

             (i)  the aircraft’s callsign and type;

            (ii)  the aircraft’s radial, bearing or quadrant from, and distance from, the aerodrome at which the pilot proposes to land;

            (iii)  the aircraft’s altitude;

           (iv)  the pilot’s intentions in relation to the flight; and

(b)   when the aircraft joins the circuit, make a broadcast that consists of:

             (i)  the aircraft’s callsign and type; and

            (ii)  a statement that the aircraft is joining the circuit; and

            (iii)  the segment in which the aircraft is joining the circuit.

3          Aircraft taking off from an aerodrome in a designated area

             If air traffic control services (whether civil or military) are not available at an aerodrome within a designated area, the pilot in command of an aircraft who is taxiing for take-off from the aerodrome must:

(a)   when starting to taxi, make a broadcast that includes the following information:

             (i)  the aircraft’s callsign and type;

            (ii)  if the proposed flight is to be conducted under the I.F.R.–a statement to that effect;

            (iii)  the name of the aerodrome;

           (iv)  either:

(A)    the proposed flight’s intended destination; or

(B)    the direction in which the pilot intends to fly from the aerodrome;

            (v)  the runway proposed to be used for take-off; and

(b)   immediately before entering the runway to be used for take-off, make a broadcast that consists of:

             (i)  the aircraft’s callsign and type; and

            (ii)  the runway identifier; and

            (iii)  a statement that the aircraft is entering the runway.
