Direction — Carriage of cabin attendant in hot air balloon

1          Duration

          This instrument:

(a)   commences on the day after it is registered on the Federal Register of Legislative Instruments; and

(b)   stops having effect at the end of June 2006.

2          Revocation

          Instruments CASA 357/04 and 358/04 are revoked.

3          Application

This instrument applies to each balloon (a balloon) that:

(a)   is operated by Beach Sand Pty Ltd (Aviation Reference Number 541038) trading as Hot Air (the operator); and

(b)   bears the nationality and registration marks mentioned in Schedule 1; and

(c)   is engaged in operations that involves carrying more than 15 passengers in a balloon without carrying a cabin attendant.

4          Direction

             The operator may operate a balloon carrying up to 16 passengers without carrying a cabin attendant.

5          Conditions

            The direction is subject to the conditions mentioned in Schedule 2.

Schedule 2          Conditions

      1     A balloon must not carry more than 16 passengers.

      2     During the operations, an approximately equal weight of passengers must be located in each of a balloon’s 4 compartments.

      3     During the operations, the passengers must be, at all times, in a position to hear any instructions given by the pilot in command.

      4     When more than 16 passengers are carried, there must be 2 suitably qualified ground crew available, with 1 at either end of the basket, to assist the pilot with the embarkation and disembarkation of passengers.

      5     The course of training required by the ground crew mentioned in clause 4 must be included in the operator’s operations manual.

      6     The operation must comply with section 20.16.3 of the Civil Aviation Orders, other than subparagraph 6.1 (a) and paragraph 7.1.
