HIS HONOUR:   On 13 December 2007 the applicant, Olivia Helene Blazey, filed an application for leave to issue process following an earlier direction by Justice Kiefel that no process be issued without the leave of a Justice first had and obtained.

The matter was thereafter referred to me.  I now refuse leave to issue process and I publish my reasons. 

The order of the Court is that the application for leave to issue a proceeding is dismissed.

Adjourn the Court now until Tuesday, 29 January 2008, at 3.30 pm in Canberra and, in adjourning the Court, I extend Season’s Greetings to the staff of the Court and to Auscript who have made a special effort to be here today.
