I, the Minister for Planning, make the following local environmental plan under the
Environmental Planning and Assessment Act 1979. (P08/00207/PC-1)

1 Name of Plan
This Plan is Blacktown Local Environmental Plan 1988 (Amendment
No 219).
2 Commencement
This Plan commences on the day on which it is published on the NSW legislation website.
3 Aims of Plan
This Plan aims to amend Blacktown Local Environmental Plan 1988 as follows:
| (a) | to rezone part of the land to which this Plan applies from Zone No 5 (a) (Special Uses—General Zone) (and marked “Seminary”) to Zone No 2 (a) (Residential “A” Zone), |
| (b) | to rezone part of the land from Zone No 2 (c) (Residential “C” Zone) to Zone No 6 (a) (Public Recreation Zone) and to reclassify that land from operational land to community land within the meaning of the Local Government Act 1993, |
| (c) | to prohibit the carrying out of development for the purposes of child care centres on land within Zones No 1 (a) (General Rural Zone) and 1 (b) (Rural Residential Zone), |
| (d) | to allow, with the consent of Blacktown City Council, the carrying out of development on part of the land for the purposes of the retail sale of automotive parts and accessories. |

| (2) | In respect of the aims set out in clause 3 (b), this Plan applies to part of Lot X, DP 412362 and part of Lot 12, DP 28045, The Avenue, Mount Druitt, as shown coloured green, edged heavy black and lettered “6 (a)” on Sheet 2 of that map and as shown edged heavy black on the map marked “Classification Map No 31” deposited in the office of Blacktown City Council. |
| (3) | In respect of the aim set out in clause 3 (c), this Plan applies to all land within Zones No 1 (a) and 1 (b). |
| (4) | In respect of the aim set out in clause 3 (d), this Plan applies to Lot 19, DP 814866, Huntingwood Drive, Huntingwood, as shown edged heavy black on Sheet 3 of the map referred to in subclause (1). |
